The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, & exercising control over nonsupervisory employees assigned to execute the Bioenvironmental Engineering/Occupational Health and Public Health Programs. Provides professional industrial hygiene services and acts as a consultant to the installation's management teams.

Duties

Plans, organizes, and directs the activities of the Bioenvironmental Engineering (BEE)/Occupational Health (OH)-Public Health (PH) Flight, ensuring the BEE/OH-PH programs comply with legal and regulatory requirements and meets the needs of all customers at March ARB. Exercises supervisory personnel management responsibilities. Represents 452d Bioenvironmental Engineering, Occupational-Public Health Flight with a variety of installation and functional area organizations. Industrial Hygiene/Occupational Health Programs. Public Health Program.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Work requires IHs, BETs and PHTs to work during 452d AMW UTAs, usually two per month, to provide services and training to Traditional Reserve (TR) personnel in industrial shops, as well as BETs and PHTs assigned to the 452d AMDS (RMU).
  • Must meet the positive education requirement (i.e. possess a Bachelor’s Degree in Industrial Hygiene).
  • Must be a Certified Industrial Hygienist through American Board of Industrial Hygiene.
  • Employee is required to wear respiratory protection and meet the physical, medical requirements to wear an SCBA and level A Hazard Materials Response Suit as a member of the 886H/HSME Response Team.
  • Must be able to obtain and maintain a secret clearance.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Industrial Hygiene Series 0690 + IOR. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science; or A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene; or Certification from the American Board of Industrial Hygiene(external link) (ABIH). Courses in the history or teaching of chemistry are not acceptable. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes: planning and conducting comprehensive Industrial Hygiene, Occupational and Public Health Programs: identifying, evaluating, and controlling workplace health hazards/ exposures for associate and tenant organizations; providing advice to installation shop supervisors and workers; reducing/eliminating of health hazards, thereby providing workers with a more healthful working environment; providing bioenvironmental engineering and occupational-public health support in cooperation with public health resulting the impact all surrounding communities; planning and scheduling work to be accomplished by subordinates, setting and adjusting short-term priorities; assigning work in consideration of employee skills and mission requirements; developing performance standards and rates subordinates' performance; advising employees on work and administrative matters; implementing methods and procedures to improve organizational performance; and identifying and providing employee training and development. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledgeable of AF Civilian Personnel Management System, AF Occupational and Public Health programs, Occupational Ground Safety, AF Medical Service and Bioenvironmental Engineering missions and capabilities. Knowledge of Occupational Safety and Health Administration OSHA), Environmental Protection Agency (EPA), Nuclear Regulatory Commission (NRC), Toxic Substance Control Act (TSCA); safety and security regulations, practices, and procedures; and local State/County Laws/Directives. Knowledgeable of a broad range of professional skills, concepts, principles, practices techniques and methods in industrial hygiene; i.e. completes monthly Individual-Proficiency Analytical Test (I-PAT) and the Annual CAPSTONE I-PAT Unknown Sample Identification (USI) requirements; and use, calibration and maintenance of IH equipment and 886H, Home Station Emergency Medical Response Equipment. Ability to identify, evaluate and control occupational health hazards found in a variety of industrial settings; to communicate results effectively to supervisors/commanders, both orally and in writing. Ability to plan, organize, and direct the functions and staff of a small to medium sized multi-function office. Ability to coordinate, plan and implement effective industrial hygiene, occupational and public health programs with multiple March ARB organizations, military and civilian, and with local community Environmental-Occupational and Public Health organizations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
