Duties

Plans, organizes, and performs health risk assessment related activities (Bioenvironmental Engineering/Public Health), ensuring that (Bioenvironmental Engineering/Public Health) complies with legal and regulatory requirements and meets customer needs. Public Health Program. As a member of the BE/PH office, may be required to assist with public health activities. Oversees and executes Bioenvironmental Engineering section Ionizing Radiation, Non-Ionizing Radiation, and Laser Safety Programs. Occupational Health Program. Assists with management of the occupational health program by identifying the occupation hazard (chemical/toxic/biological/radiological materials or physical) and determining the Occupational Health Medical Exam requirements. Performs other duties - To include: Keeps informed on the latest USAF, OSHA, ACGIH, ANSI, and EPA regulations or standards and advances in industrial hygiene and public health by reading professional literature, notices of proposed rulemaking, scientific journals; periodicals, professional reference books, or by attending workshops, conferences or classes etc.

  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • Employee is required to wear respiratory protection, and meet the physical exam requirements to wear a respirator and level C/D personal protective equipment
  • Employee is required to wear respiratory protection, and meet the physical requirements to wear an SCBA and level A Hazard Materials Response suit
  • Required to operate a motor vehicle (large/small truck) for surveys and maybe required to operate the large truck while pulling the Bioenvironmental response trailer for emergency response. An appropriate valid government driver’s license is required
  • May be required to work uncommon tour of duty and/or UTA weekends to support Reserve requirements and/or Emergency Response. Employee is Required to obtain Hazmat Operations Certification
  • Must be able to obtain and maintain a Secret Security Clearance
  • Employee must meet physical standards according to AFI 48-123 and NFPA I 582, Standard on Comprehensive Occupational Medical Program/or Fire Departments
  • No record of acrophobia or claustrophobia. Must possess a valid state driver's license to operate government motor vehicles in accordance with Air Force Instruction 24-301, Vehicle Operations
  • Normal color vision and depth perception as defined in Air Force Instruction 48-123, Medical Examinations and Standards
  • Maintain local network access IAW AFMANs 33-152, User Responsibilities and Guidance for Information Systems and 33-282, Computer Security
  • Ability to wear a 40-pound air pack while carrying 40 pounds of equipment in a totally encapsulating chemical protective suit. Medically qualified in accordance with Air Force Instruction 48-137, Respiratory Protection Program
  • Incumbent must be medically fit for duty (FFD) as determined by a credentialed military healthcare provider upon completing an initial pre-placement FFD/medical surveillance (i.e. occupational health) ... cont'd

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, Industrial Hygiene Series 0690, to include the Individual Occupational Requirements (+IOR). BASIC REQUIREMENT: The education must be accredited by an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. Applicants must meet one of the following requirements: A bachelor's or graduate/higher level degree in industrial hygiene, occupational health sciences, occupational and environmental health, toxicology, safety sciences, or related science. NOTE: You must submit a copy of your transcripts. OR A bachelor's degree in a branch of engineering, physical science, or life science that included 12 semester hours in chemistry, including organic chemistry, and 18 additional semester hours of courses in any combination of chemistry, physics, engineering, health physics, environmental health, biostatistics, biology, physiology, toxicology, epidemiology, or industrial hygiene. NOTE: You must submit a copy of your transcripts. OR Certification from the American Board of Industrial Hygiene (ABIH). NOTE: Courses in the history or teaching of chemistry are not acceptable. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: 1) Providing professional knowledge of Industrial Hygiene and related safety and environmental concepts, principles and practices relating to a wide range of duties concerned with recognizing, identifying, evaluating, and controlling occupational health and environmental hazards in a variety of settings. 2) Applying knowledge of related scientific disciplines, e. g., toxicology, physiology, and biochemistry. 3) Using knowledge of operational risk management principles and how to conduct risk-based assessments. 4) Conducting industrial hygiene inspections to ensure compliance with applicable governing laws, regulations and State and Local directives. 5) Researching, analyzing, interpreting, and applying rules, regulations, and procedures. 6) Applying knowledge of a wide range of industrial hygiene sampling techniques and skill in the use, calibration, and maintenance of industrial hygiene equipment. 7) Using computers and software programs to create letters, reports, briefings, spreadsheets, databases, and graphs to communicate technical information effectively, orally and in writing. OR EDUCATION: Successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the of an Industrial Hygienist. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge of Industrial Hygiene and related safety and environmental concepts, principles and practices relating to a wide range of duties concerned with recognizing, identifying, evaluating, and controlling occupational health and environmental hazards in a variety of settings. 2. Knowledge of related scientific disciplines, e. g., toxicology, physiology, and biochemistry. 3. Knowledge of operational risk management principles and how to conduct risk-based assessments. 4. Knowledge and skill to conduct industrial hygiene inspections to ensure compliance with applicable governing laws, regulations and State and Local directives ( Air Force, OSHA EPA, ANSI, etc).. Ability to research, analyze, interpret, and apply rules, regulations, and procedures. 5. Knowledge of a wide range of industrial hygiene sampling techniques and skill in the use, calibration, and maintenance of industrial hygiene equipment. 6. Skilled in use of computers and software programs used to create letters, reports, briefings, spreadsheets, databases, and graphs to communicate technical information effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
