About the Position: Serve as a Deputy Chief of Staff (DCS), G-3/5/7 manpower expert (Civilian and Military) providing support and analysis to overall Army Manpower Resource Programming and Budgeting processes.
Management is filling this position at the GS 12 level only. Full performance is GS 13.
Duties
Perform manpower analyst functions for the organization.
Responsible for the management, analysis, preparation, and maintenance of the Table of Distribution and Allowances (TDA) and the Mobilization Table of Distribution and Allowances (MOBTDA), manpower and force management requirements.
Provide detailed analysis and recommendations for improvement in the utilization of personnel/manpower resources to meet current and/or new missions.
Perform quantitative analysis using a variety of generally accepted statistical techniques.
Serve as the central point of contact for issuing, coordinating and tracking the myriad of suspense items coming into the organization from external as well as internally generated suspense items.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires access to classified information. Incumbent of the position will be required to complete a form SF 312, Classified Information Nondisclosure Agreement (NDA).

Specialized Experience: One year of specialized experience which includes planning projects to improve the efficiency and productivity of manpower program; identifying, analyzing, and making recommendations to resolve conventional problems and situations in manpower program; evaluating manpower program effectiveness; developing detailed procedures and guidelines to supplement established manpower program guidance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
