This position is located within USDA Rural Development (RD), Servicing & Asset Management Office (SAMO), under the Community Utilities Branch and Farm Loan Branch.
This position provides professional accounting services in one of the Divisions or Branches under SAMO.
This position is eligible for a remote work arrangement with exceptions. The selectee must reside or be willing to relocate in the St Louis, MO commuting area due to the duties of the position.
Duties
Designs, develops, implements and monitors very complex, nationwide commercial-type financial and statistical procedures for all programs that RD services.
Analyzes complex financial and statistical procedures clearly setting forth operations to be performed, principles and standards to be applied, methodology and sources of data.
Interprets accounting, financial and credit reform data and provides guidance to internal and external customers.
Reviews accounting transactions to determine resolution of discrepancies.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates a working knowledge of the theories, principles, procedures, practices, and regulatory requirements of modern commercial, financial, and governmental accounting to detect accounting and operating deficiencies, and their application in evaluating overall system effectiveness, developing new system requirements, maintaining the integrity of the financial data, recommending accounting policy, and providing solutions to financial and program management problems. Experience performing internal and external audits to ensure compliance with acceptable governmental and public accounting theories, principles, procedures, and practices; analyzing accounting system design documentation; analyzing transactions both manual and automated; formulating and recommending operating policies and procedures; providing comprehensive oral and written technical advice and guidance.
OR Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree.
OR Ph.D. or equivalent doctoral degree
OR a combination of education and experience would qualify at this level.
For the GS-12 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates professional knowledge of the theories, principles, procedures, practices, and regulatory requirements of modern commercial, financial, and governmental accounting to detect accounting and operating deficiencies, and their application in evaluating overall system effectiveness, developing new system requirements, maintaining the integrity of the financial data, recommending accounting policy, and providing solutions to financial and program management problems. Experience performing internal and external audits and reviews of highly intricate technical accounting systems, business functions, and issues to ensure compliance with acceptable governmental and public accounting theories, principles, procedures, and practices; analyzing accounting system design documentation; analyzing transactions both manual and automated; experience formulating and recommending complex operating policies and procedures; providing expert and comprehensive oral and written technical advice and guidance.
There is no substitution of education for specialized experience at this level.

Education
Basic Education Requirements:
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR
B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
- Twenty-four (24) semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
- A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
- Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
