This position is located within the Department of Veterans Affairs (VA), Office of Procurement, Acquisition and Logistics (OPAL), National Acquisition Center (NAC), Denver Logistics Center (DLC), Supply & Logistics Division. The DLC operates as a Supply Funded retail and wholesale distribution center in the Department of Veterans Affairs (VA). The DLC is an operational arm of OPAL that medical equipment and supplies and services directly to Veterans and VA clinics and hospitals nationwide.
Duties
Work Schedule: 6:00 am -6:00 pm
Compressed/Flexible: May be available with supervisor approval.
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process. May be available upon supervisor approval.

Major Duties:
Assists with coordinating the ordering, purchasing, dispensing and inventory management.
Planning and implementation of integrated supply chain and logistics support.
Maintains supply chain accounting records.
Monitor commodity demand trends, inventory accuracy and order fulfillment.
Data entry for complex inventory management software applications.
Performing multi-functional supply chain and logistics activities.
Participates in the development of supply chain management practices.
Troubleshoots and resolves issues where supply chain deficiencies.
Ordering, purchasing, dispensing and inventory management of items and supplies.
Resolve difficult issues and problems related to the procurement, receiving, storage and distribution of equipment.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Provide a copy of your last or most recent SF-50, "Notification of Personnel Action" to indicate your current federal status. You must also submit additional SF-50(s) to clearly demonstrate one year time-in-grade as required in the announcement. If the most recent SF-50 has an effective within the past year, it may not clearly demonstrate that you possess one year time-in-grade. In this instance, you must provide an additional SF-50 that clearly demonstrates one year time-in-grade.
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Specialized experience is define as working knowledge of inventory management principles, procedures, techniques and practices used to perform inventory management functions; and working knowledge of shipping terms, time and quantity discounts, contract clauses and provisions.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have ; 1 fully year of graduate level education or superior academic achievement. Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
GS-9 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is defined as performing acquisition, warehousing, and shipping and receiving functions; applying supply chain procedures and best practices, and distribution/re-distribution methods to track shipments and to initiate the correct action in the event of loss of items within the mail system; and posting accrued expenditures, processing/modifying/cancelling payments.

GS-9 Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related.

Combination of Education and Specialized Experience: Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

Per Office of Personnel Management General Schedule Qualification Policies, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable when documented by satisfactory evidence (e.g., a memorandum from the manager, human resources director, or official documentation such as SF-52, SF-50 documenting an official detail/assignments, or other comparable documentation). The documentation must indicate whether the employee performed the duties full time or, if part-time, the percentage of times the employee performed the additional duties.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
