THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D0887000 and is part of the IL USPFO, National Guard.
Duties
As a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-12, you will plan, organize, direct, monitor, control and coordinate the logistical services support operations of the Storage and Distribution Branch, Property Management Branch, Material Management Branch and Transportation Branch.
Major Duties - This is NOT an all-inclusive list:
Implement provisions of personnel management such as equal employment, merit promotion, career development, performance appraisals, employee counseling, incentive awards and position management.
Initiate formal requests for personnel actions.
Hear employee grievances and deals with union representatives as necessary.
Administer, plan, organize, direct, monitor, control and coordinate the logistical support of the Supply and Services Division, to include supply and storage management, property management, material management, transportation, and logistical automation.
Plan, recommend, develop and issue approved policies affecting logistical support and operations.
Coordinate inventories and is active in the development, scheduling and execution of annual and special physical inventories.
Formulate or approve operating procedures necessary to support the USP&FO and the requirements of supported units and activities.
Provide guidance on interpretation of directives and assists units, organizations, and activities in installation logistics and transportation matters.
Direct and coordinate logistics activities including the procurement and provisioning of supplies and services and management of materials and equipment.
Determine installation requirements for accomplishing the handling of unusual requests, receipt, storage and disposition of large shipments, large items, hazardous cargo, precious metals and hazardous waste disposal.
Ensure compliance with the Internal Control Program for installation supply and services.
Responsible for ensuring and maintaining the proper degree of security for items in transit and/or in-transit preparation/staging areas and items reflected on the stock record accounts.
Qualifications
AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence:
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: MAJ
GENERAL EXPERIENCE: MUST possess experience, education or training involving judgment and/or analytical ability in the logistics field; and experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-12 Level - MUST possess specialized experience, which includes 36 months of experience, education, or training identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective actions; experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices
SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized supervisory experience which includes experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.
