THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST T32, Position Description Number D1899000 and is part of the IL USPFO, National Guard.

Duties

As a SUPERVISORY LOGISTICS MANAGEMENT SPECIALIST T32, GS-0346-13, you will serve as the Chief of the division and to plan, organize, direct, develop, monitor, control, analyze and coordinate the installation logistics services support operations of five supply activities: Property Management Branch, Material Management Branch, Installation Transportation Branch, Storage and Distribution Branch and Central Issue Facility Branch Ammunition Supply Point operations, SARSS operations, and Cannibalization Point operations, in order to provide installation level supply support to ARNG units and activities within the state. Major Duties - This is NOT an all-inclusive list: Plan work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of the assignment, and the capabilities of employees. Identify developmental and training needs of employees, provide or arrange for needed development and training, and maintain an effective leadership/career development program. Make critical judgments and on-the-spot decisions regarding the safety of assigned personnel. Hear and resolve employee complaints and refer serious unresolved complaints to higher-level management. Initiate action to correct performance or conduct problems. Effect minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Ensure the Equal Employment Opportunity Program is effective. Establish channels of communication within the division to keep personnel informed and provides feedback. Find ways to improve or increase the quality of the work directed. Manage, plan, organize, direct, monitor, control, analyze and coordinate the operations of the Supply and Services Division, to include property management, material management, transportation, supply and storage management, central issue facility management, Ammunition Supply Point operations, SARSS operations, and Cannibalization Point operations, through the use of logistics automation. Demonstrate mastery of general supply program management by applying new concepts and developments to supply problems that may depart from established practices. Plan for significantly new and far reaching logistics program requirements such as new equipment fielding, mobilization, de-mobilization, new logistics Standard Army Management Information Systems (STAMIS), and Home Land Defense/Defense Support to Civil Authorities (HLD/DSCA). Require the application of new theories, concepts, and/or development to supply problems not acceptable to treatment by accepted supply methods, techniques, or procedures. Identify, evaluate, and make recommendations for required support available, concerning overall plans and proposals for current and future operations. Plan, recommend, develop and issues approved policies affecting logistics support and operations. Resolve policy issues at NGB and the State level of the organization where the complexity is such where other employees have been unable to develop solutions. Provide input to the command logistics guidance and support plans for federal and State missions.

AREA OF CONSIDERATION: The areas of consideration for this position, Title 32 Excepted Service (32 U.S. Code ? 709), will be in the following manner and sequence: The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Officers minimum rank O5 maximum rank O6 GENERAL EXPERIENCE: MUSTpossess experience, education or training involving judgment and/or analytical ability in the logistics field; Experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-13 level MUST possess at least 36 months experience, education, or training identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective actions; experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. SPECIALIZED SUPERVISORY EXPERIENCE: MUST possess specialized experience which includes: experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel. In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
