The position is located in the Bureau of Educational and Cultural Affairs, Office of Citizen Exchanges in the Cultural Programs Division (ECA/PE/C/CU). The incumbent conceives, develops, and directs a range of cultural exchange programs across all artistic disciplines designed to advance U.S. foreign policy and national security interests around the world by fostering mutual understanding and promoting long-lasting ties between the people of the United States and those of other countries.
Duties
Oversees the establishment and maintenance of programs and projects.
Analyzes assigned programs to determine the effectiveness and efficiency.
Maintains relations with U.S. non-governmental and local organizations, with public and private organizations and individuals, and with public diplomacy sections at embassies and consulates.
Monitors program-related data for accuracy and compliance.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Secret security clearance.
- Statement of Employment & Financial Interest required prior to appointment.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience assisting in the implementation and evaluation of an office's programs.
Experience assessing procedural problem areas and recommending changes for improvement.
Experience preparing and presenting reports and briefings on program status and recommended actions.
There is no substitute of education for specialized experience for the GS-12 position.
