Duties
The incumbent serves as a Supervisory Emergency Services Dispatcher within the DEM. Therefore, the duties and responsibilities of the position, the knowledge required, its complexity, and need for independent action, clearly and significantly exceed those which are normally encountered by a dispatcher in a typical police or fire department environment.
The incumbent plans and performs dispatch coordination to assure smooth, timely, and efficient dispatch operations for the Division of Emergency Management.
Supervises Emergency Services Dispatchers on assigned shifts.
Assumes primary and/or secondary responsibility and becomes a subject matter expert for at least one major equipment or program within the Emergency Communications Center (ECC).
Research, compile, and analyze technical data and information pertaining to dispatch operations.
Fully assists the development and maintenance of ECC programs, policies, procedures, standard operating instructions (SOPs), callback books, equipment owner's manuals and instructions, and other ECC publications, assisting in the annual review for completeness, accuracy, update, correct filing, and posting.
Recognizes and/or determines the nature of calls and prioritize the calls for dispatch, as needed, e.g., 9-1-1 call takes precedence over all calls received, etc.
Oversees handling an extremely high volume of telephone and radio calls and relays information received for assistance via radio, telephone, and computer terminals.
Oversees the evaluation of information, including the routine review of recorded calls to assure correct procedures and effective communication occurs, and coordinates available resources and dispatches proper personnel and equipment to the scene, within established guidelines in order to effectively manage any emergency at NIH.

- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

- If selected, you will be required to work rotating shifts and rotating days, including weekends and holidays.
- If selected, you will be required to obtain and maintain a Secret Clearance.

You qualify at the GS-10 level, if you meet one of the following qualification requirements:
If you are an outside applicant (i.e. you do not have current or prior federal competitive or excepted service), your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing work such as: supervising or performing emergency services dispatch operations, responding to emergency and non-emergency calls, developing emergency response policies and procedure; providing guidance on emergency dispatch regulations and guidelines to lower-level employees; implementing and maintaining mobilization plans, emergency disaster plans, and dispatch policies and procedures; coordinating and testing contingency plans ensuring they are current and effective.

If you are an applicant with current or prior federal competitive or excepted service, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing work such as : performing emergency services dispatch operations, responding to emergency and non-emergency calls, developing emergency response policies and procedure; providing guidance on emergency dispatch regulations and guidelines to lower-level employees; maintaining mobilization plans, emergency disaster plans, and dispatch policies and procedures.
