About the Position: This is a Health System Specialist position is located in Fort Wainwright, Alaska.
Federal employees in Alaska are currently entitled to receive a 2.01% Cost of Living Allowance (COLA) in addition to the base salary. This is subject to change.

Duties
Facilitate performance improvement activities throughout the organization including the planning, developing, directing, organizing, and evaluating of improvement initiatives and ongoing measures of organization performance.
Provide technical oversight and management of the organization’s performance improvement program which supervises the quality assessment process that impacts risk, competency of staff, and efficiency of the patient care delivery systems.
Provide consultations to process action teams and other hospital staff to ensure use of performance improvement strategies, methods, techniques, and tools.
Analyze clinical and service trend data, identify variations in evidenced-based patient care and sub-standard performance, prepare and present recommendations for improvement and assist in implementation of improvements facility-wide.
Develop and implement systems, policies, and procedures for identification, collection, and analysis of performance improvement data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- A Personnel Security Investigation is required.
- Immunization screening is required. Employees assigned to a medical treatment facility are required to be screened for applicable immunizations or pre-existing immunity based on occupational risk, regardless of job series.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes utilizing various healthcare systems or databases for gathering and interpreting data; responding to inquiries regarding health care administrative concerns or problems; and identifying and solving administrative problems or devising alternatives to current procedures to improve operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
