- This position is inside the bargaining unit.
- This position may be extended an additional 4 years, to a total of no more than 8 years. There is no means of conversion to a permanent appointment through this vacancy.
Duties
This position supports the establishment and development of an enterprise-wide vision and approach for leveraging DOL mission data to improve evidence-based policy and decision making at DOL. As DOL builds data services for its clients, this position is essential to properly integrate data analysis, collection, standards, and integration to meet current and emerging DOL mission needs. Develops, implements, and monitors systems and reports for the acquisition, storage, and retrieval of data and provides assistance and responds to requests for information/data from internal and external data users.
Major duties include but are not limited to:
Recommend and implement strategies to improve system performance and reliability.
Continuously assess and optimize cloud architecture and services to maximize performance and cost efficiency.
Collaborate with other IT teams to address complex technical challenges and ensure smooth operation.
Set up and manage user access controls, roles, and privileges.
Monitor system performance, resource utilization, and query execution.
Optimize data loading processes and ensure data quality and consistency.
Troubleshoot data integration issues and perform root cause analysis.
Provides technical expertise to end-users on database management systems.
Utilizes expertise in database systems design to develop recommendations for the team lead on equipment selection, maintenance, and software use and evaluation (operating system, library-stored routines, databases, and more).
Meets with customers, end-users, and other IT Specialists to plan and implement new data management systems or modify them.
Evaluates existing infrastructure and make recommendations on system requirements.
Plans, develops, and tests within the data management area items such as governance, storage
standards, security, metadata, and staging.
Designs, develops, and implements data masking, data mining, warehousing, and other data storage and retrieval systems.
Provides technical consultation to decision-making staff regarding viable solutions, resource requirements, and feasibility of application architecture.
Resolves questions about platform and software capability, industry trends, government standards, and security issues, both immediate and long-range.
Designs, integrates, retrieves, and provides reports in response to requests from government, industry, labor, and the public for current and historical DOL data.
Performs other duties as assigned
Requirements
- Must be at least 16 years old.
- Must be a U.S. Citizen.
- Appointment to this position may require a background investigation.
- Requires a probationary period if the requirement has not been met.
Qualifications
Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 in the Federal Service.
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Qualifying specialized experience for GS-12 includes:
1. Experience analyzing and defining data requirements and specifications.
2. Experience designing, normalizing, developing, installing, and implementing data-related applications and databases.
3. Ability to develop, implement, and document data mining and data warehousing programs, procedures, and structures.
Additional to the above specialized experience, for all positions individuals must have IT-related experience demonstrating each of the four competencies listed below.
