The primary purpose of this position is to manage the technical maintenance operation to support the Sensors Directorate facilities. Responsibilities include management of operation performed by the on-site government and contract services to support the requirements of sensors Research and Development (R&D), as well as coordinating activities with outside organizations.
Duties
Provide critical management of the directorate's facility maintenance operation contracts that support dynamic research and development activities with unique requirements in electrical, plumbing, heating, ventilations, and air-conditioning (HVAC) installation and service.
Plans for directorate real property maintenance and repair requirements by developing preliminary design specifications, compiling financial data, and assisting in the preparation of budget inputs.
Modifies and maintains directorate's data for entry into facility management systems (database) that defines and tracks real property and infrastructure modifications.
Manages and maintains equipment and machinery to ensure proper equipment type, sizing, and installation for projects.
Initiates action to purchase equipment supplies and services in support of the operation, maintenance, and repair of facilities.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs; conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans; and performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a comprehensive range of principles, concepts and practices concerning complex technical requirements for facilities and equipment to ensure proper equipment type, sizing and installation for projects.
2. Knowledge of basic Air Force budgeting principles, concepts and practices.
3. Knowledge of safety and security practices for complex research and development facilities and Air Force organizations.
4. Skill to determine deficiencies and prepare complete documentation for on-site and external government and contract services operations to support complex R&D activities.
5. Ability to develop and manage contracts associated with maintenance and construction activities and to communicate effectively, both orally and in writing to gain cooperation from other through tact, courtesy, and diplomacy.
6. Ability to access or locate information through the use of a personal computer and to use software programs to modify and maintain a database to define and track real property and infrastructure modifications.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
