This position is located in the Equal Employment Opportunity Office (EEO), and reports to the Medical Center Director. The primary purpose of the position is to further the goals of EEO by taking positive steps to assure the accomplishment of affirmative action objectives and by adhering to nondiscriminatory employment practices regarding race, color, religion, sex and national origin, age, or disability.

Duties

Duties of the position include but are not limited to: Explains performance expectations to employees and provides regular feedback on strengths and weaknesses. Hold employees responsible for satisfactory completion of work assignments. Rate workers' performance, ensuring consistency and equity in rating techniques. Recommend awards when appropriate. Hears and resolves employee complaints and refers serious unresolved complaints to higher level management. Initiates action to correct performance or conduct problems. Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious disciplinary matters. Provides managers and employees with information about the organization's EEO policies, procedures, and guidelines. Provides agency management with interpretations of policy and procedures when the issues involved are new, highly controversial precedent setting and/or involve more than one area of personnel policy. Develops new or proposed personnel policies, procedures and guidelines and makes recommendations to management on the need for new or modified policies. Develops new or revised personnel policies procedures and guidelines for use throughout an agency installation. Provides adequate direction and recommends effective methods for developing formal plan(s) to enhance the employment opportunities of underrepresented minorities and females. Develops and/or monitors proposals or plans related to the implementation of personnel programs or projects. Develops proposals/plans for a broad equal employment opportunity program area in a major agency organization. Develops and monitors action plans related to the implementation of these development projects. Monitor progress and acts to resolve problems which will delay the project or to obtain necessary support for changes. Ensures the activities of the Special Emphasis Program managers and their respective subcommittees are carried out in accordance with Departmental and local policy. Will serve as a representative of the facility in establishing and maintaining contact with local community groups who are interested in civil rights and/or equal opportunity. Will establish relationships with HBCUs and Hispanic Serving Institutions CHSI's) and HACUs to develop collaborative Initiatives with these institutions.Reviews new or proposed EEO policies, procedures and guidelines and makes recommendations to management on the need for changes in existing policies. Reviews and analyzes new or revised personnel policies, procedures, and guidelines for use throughout an agency installation. Provides managers and employees with information and interpretation of the agency's personnel policies. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 0700 - 15:30 Telework: This position may be authorized for adhoc telework. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/25/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in concepts, principles, and methods of Equal Employment Opportunity to develop broad guidelines or regulations. Conducting projects to resolve complex systemic problems for an agency. Experience in applying the problem-solving techniques of the field and the legal framework in which the program operates: and a high level of skill in interpreting and developing guidelines and regulations that are questioned, challenged, or require negotiating to secure acceptance. Developing deadlines and approaches to unusual or particularly sensitive program and/or case problems. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Advising management regarding EEO policies, working with and monitoring the Alternate Dispute Resolution Program, reviewing and analyzing new policy and making necessary program changes, recommends solutions to issues that impact EEO or Affirmative Employment. You will be rated on the following Competencies for this position: CommunicationsComplianceConflict ManagementManaging Diverse WorkforceOrganizational Performance Analysis Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The nature of this position is primarily sedentary, although some light lifting and walking may be required.
