THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a HR SPEC (EMPL BEN), Position Description Number PDT5036000 and PDT5028000 and is part of the WY Human Resources Office, Wyoming National Guard. This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)".

Duties

This position is located in the Human Resources Office (HRO). The primary purpose of the position is to provide technical, procedural and evaluative assistance in the area of employee benefits for both the Wyoming Army and Air National Guard organizations. Accomplishes work through the use of an automated personnel system. Manages and administers a variety of personnel programs, advises management and counsels employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA).

Situational telework may be considered on a case-by-case basis. Position #: 0833830 Selecting Official: Mrs. Michelle Reed AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued in the following order: Area 1: All permanent and indefinite Wyoming Air/Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within HRO. Area 2: All permanent and indefinite WYNG Title 5 and T32 DST employed with the Wyoming Air/Army National Guard. Area 3: All Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: All currently assigned Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the Wyoming Air/Army NG. Currently serving and former NG Drill Status and M-Day soldiers and airmen are provided preference eligibility to compete for NG T5 positions. * Veterans' Preference Rules are mandated by law and some applicants may receive priority consideration before other applicants without veterans' preference. * Area 7: U.S. Citizens Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position. In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE: GS-9: To qualify, applicant must possess at least 1 year experience equivalent to at least the next lower grade (GS-7) with the particular knowledge, skills, and abilities to successfully perform the duties as an HR Specialist or related to Human Resources in providing technical guidance and procedural assistance to managers, supervisors, and employees in executing a variety of employee benefits programs, which may include workers' compensation, retirement, health and life benefits, Thrift Savings Program (TSP), etc. Reviewing and interpreting policies, directives, and other issuances by the Office of Personnel Management (OPM), National Guard (NGB), Department of Labor (DOL), and outside control agencies for applicability to activities serviced. GS-11: To qualify, applicant must possess at least 1 year experience equivalent to at least the next lower grade (GS-9) with the particular knowledge, skills, and abilities to successfully perform the duties as an HR Specialist or related to Human Resources managing and administering a variety of personnel programs, advising management and counseling employees on such programs as health and life insurance, leave, Thrift Saving Plan (TSP), physical capability requirements and the Federal Employees Compensation Act (FECA). To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. COMBINING EDUCATION AND EXPERIENCE: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. TIME-IN-GRADE: Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served at least 52 weeks equivalent to a GS-7. For a GS-11 position you must have served at least 52 weeks equivalent to a GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement. If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion. Ability to perform management advisory services and/or make informed judgments on specific retirement, worker's compensation, and leave issues/cases. DRIVER'S LICENSE: Must possess a valid driver's license.

Education
