Duties

Provides management guidance and support, including developing programs of work, developing annual strategic plans, managing personnel matters, and overseeing operational functions. Maintains a broad perspective and institutional knowledge of the Communications policies and functions of the Bureau and their relationships and interactions to the mission, functions, programs, and operations of the BLM. Empowers people by sharing power and authority; develops lower levels of leadership by pushing authority downward and outward throughout the organization; shares rewards for achievement with employees. Takes a long-term view and initiates organizational change for the future; builds the vision with others; spots opportunities to move the organization toward the vision; understands where the organization is headed and how to make a contribution. Interprets and analyzes legislation, regulations, executive orders, agency and departmental direction and other guidance impacting or relating to communications activities of the Bureau. Coordinates and directs the strategy and development of Communications-related strategies and guidance in response to new and changing policies and programs.

  • May require a one year probationary trial period.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-15 level that is equivalent in difficulty and complexity as indicated by the following examples: with providing strategic policy advice and guidance; Providing national-level communications coordination, policy development, and guidance; Addressing issues of policy, guidance, and internal and external resource coordination; Working cooperatively with the Division Chiefs and Office leads to develop information, analyses, advice and recommendations to be used to meet strategic goals and objectives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Applicants must meet both eligibility and qualification requirements for the position of interest by the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
