This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Postiions to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense.

Duties

Serve as senior technician responsible for management and operations of facilities and/or equipment unique to a division of the Research and Operations (R and O) Directorate Prepare and execute the technical aspects of engineering-type assignments pertaining to research, concept, design, testing and evaluation of obscuration systems and novel obscurant materials Set-up and conduct tests or oversee the conduct of tests. Obtain, analyze and evaluate test data (i.e. graphs, photographic measurement, transmissometer/nephelometer measurements observation of support personnel, etc.). Participate in meetings and conferences to discuss/resolve test related issues.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Secret security clearance required.
  • Business Travel (TDY) may be required up to 10% of the time.
  • Work requires some physical exertion to include recurring lifting of light to moderately heavy items weighing less than 50 pounds.
  • The work environment requires the employee to stay alert continually and to take special safety precautions including wearing special protective clothing and using protective equipment.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Specialized Experience: One year of specialized experience which includes 1) Assisting in the design, fabrication and evaluation of new items and equipment for obscuration systems; 2) Assisting with the operation, testing and maintenance of obscuration systems to include M56E1 and Screening and Obscuration module (bispectral and millimeter wave modules); 3) Providing technical support on development and testing processes and methods including obscuration chamber measurement and data analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). This position will be filled at the GS-10 grade level. The candidate selected for this position at the GS-10 grade level will be non-competitively promoted to the GS-11 grade level, and then the target grade of GS-12 upon completion of the following requirements: (a) satisfactory demonstration of ability to perform at the higher-grade level; (b) recommendation for promotion by supervisor; and (c) completion of all OPM qualifications, including time in grade and all conditions of employment.
