The Office of the Director of National Intelligence (ODNI) Chief Operating Officer (COO) administers the Director of National Intelligence (DNI's) vision and direction to the ODNI enterprise. This includes synchronizing policy, plans, procedures, and cross-functional issues. The COO oversees all ODNI business operations, including such areas as human resources, diversity & inclusion, finance and budget, information technology, security, facilities, and information management.

Duties

In the ODNI's Executive Secretariat Office (ESO), provides tailored support for the DNI, PDDNI, the COO, and other mission and support activities including: serving as the central point of contact, coordination, and control for correspondence and other communications, tracking external taskings for ODNI. The within the ODNI is also responsible for task management, information management, and executive support; serves as the central point of contact, coordination, and control for correspondence and other communications for mission and support activities; ensures all appropriate officers are included in the tasking, correspondence drafting, and policy-making processes through a task management system; processes incoming and outgoing correspondence ensuring high quality, timeliness, and conformance with regulations and policies; develops and maintains standard operating procedures for tasking, coordination, formats, and records management. The incumbent will serve as Team Lead and report to the Chief. Primary responsibilities include: Assign action items to appropriate ODNI components and Intelligence Community (IC) elements, log, and track task status, negotiate extensions to deadlines, anticipate impediments to successful and timely responses, and report task status to senior management. Serve as deputy chief, assisting and supporting the Chief in managing a team of high-performing staff officers responsible for directly supporting the DNI front office. Support C in managing tight deadlines, ensuring short-suspense actions are handled expeditiously while ensuring all relevant stakeholders are given the opportunity to contribute and review. Perform quality control checks on staff packages, ensuring clear and concise products containing all relevant information are consistently delivered to the DNI, PDDNI, and/or COO front office(s), as appropriate, in a timely manner. Ensure proper handling of highly classified and limited distribution materials. Develop and refine innovative ExecSec business practices to gain process efficiencies and improve quality and timeliness of deliverables. Conduct outreach and training activities to assist ODNI personnel in their efforts to respond to taskings and prepare staff packages and correspondence for ODNI senior leadership. Establish and manage liaison relationships with ODNI component offices, IC agencies, and other U.S. Government organizations.

Requirements

  • Must be a U.S. Citizen residing in the United States
  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Qualifications

Mandatory Requirements: Institutional Knowledge: Extensive knowledge of the IC mission, organization, roles, and responsibilities. Business Acumen: Knowledge of the IC's mission, organization, roles, and responsibilities, as well as their relationship with the Executive Branch, Congress, and policy-making community. Coalition Building: Demonstrated ability to collaborate and build consensus across organizations and with personnel at varying levels of seniority. Communication: Superior communication, writing, and technical editing skills. Critical Thinking: Demonstrated analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements, and develop recommendations. Editing and Proofreading: Demonstrated ability editing complex documents and performing quality control checks, ensuring the logical organization of content and the proper use of use grammar, punctuation, and formatting. Management and Leadership: Demonstrated ability to successfully supervise, lead, mentor, and foster a diverse and collaborative work environment. Time Management: Demonstrated ability to work both independently and collaboratively while proactively managing competing priorities with rigid deadlines. Three years of experience (minimum) performing Executive Secretariat-like duties. Desired Requirements: Strong executive presence and ability to effectively brief and directly support senior executives, including the DNI, PDDNI, and other SNIS-level executives. Strong knowledge of the ODNI and IC mission, organization, roles, and responsibilities. Proficiency using MS Office applications (Word, Excel, PowerPoint, OneNote).
