This position is for the Medical Supply Distribution (MSD) areas of the Supply Chain Management service in a Veteran Affairs Healthcare System (VAHCS) and supported catchment area. The primary purpose of the position is to ensure that supplies and materials are distributed to all areas serviced by Logistics. Responsible for directing, supervising and managing the primary inventory point that receives, stores and issues supplies and material.

Duties

Duties and responsibilities include, but are not limited to: Supervise a team of GS-2005 employees in the distribution area of Logistics. Plans work to be accomplished by subordinates, sets and adjusts short term priorities, and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. develops and executes staff training. Evaluates work performance of subordinates. Gives advice, counsel or instruction to employees on both work and administrative matters. Hears and resolves complaints from employees, group grievances and serious complaints. Initiates minor disciplinary actions. Identifies and develops training needs of employees. Finds ways to improve production or increase the quality of work. Assures reasonable equity of performance standards and rating techniques. Provides direction of major program segment with significant resources. Recommends awards or bonuses for personnel and changes in position classifications (with service Chief approval). Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production. Promotes team building and improves practices. Makes or approves selections for subordinate nonsupervisory positions. Determines work performance of contractors to authorize payment. Approves expenses comparable to within-grade increases, overtime and employee travel. Directs and oversees management and distribution of all supplies and material in the VAHCS and supported catchment to include: maintaining stock at primary and secondary inventory locations for all clinical and administrative services, monitoring expiration dates, rotating stock to limit outdates and removing items from use as required by outdates, ensuring critical supplies are appropriately monitored and controlled, performing dialing inventory of primary and secondary inventory points, distributing items according to established or ad-hoc requirements, delivering supplies in timely and accurate manner, completing specialty cart preparation and stocking, cleaning assigned secondary areas in accordance with aseptic principles as published, and conducting wall-to-wall and periodic inventories. Directs and oversees unpacking/ uncrating of supplies from shipping cartons; properly storing supplies and material in main/ primary inventory areas, storage of items in accordance with established guidelines, maintenance of stock levels, returns reusable supplies to distribution area, and informs clinic and ward personnel of new or changed items and supplies, current medical supply resources, and shelf life. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning and coordinating work to be accomplished by other staff; establishing priorities for a department; overseeing the receipt and distribution of supplies and materials for a complex medical center; maintaining stock at inventory locations; monitors expiration dates; ensure supplies are delivered timely; training new employees and answering questions on local processes and procedures; ensuring proper storage of supplies and materials; resolving problems and providing guidance to others on logistics activities; and making recommendations on improvement of wok production and quality of work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weigh in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds.
