The VA Eastern Kansas Health Care System (VAEKHCS) is seeking a Mental Health Clinic (MHC) Program Manager for management of daily business operation needs including consult management, access management (new patient vs existing patient vs urgent/crisis), transition of care across programs, fidelity to the Behavioral Health Interdisciplinary Program-Collaborative Chronic Care Model (BHIP-CCM), and day-to-day resolution around clinic coverage.

Major Duties and Responsibilities

The MHC Program Manager is responsible for oversight and management of daily business operation including consult management, access management (new patient vs existing patient vs urgent/crisis), transition of care across programs, fidelity to the Behavioral Health Interdisciplinary Program-Collaborative Chronic Care Model (BHIP-CCM), and day-to-day resolution around clinic coverage for Topeka VAMC and designated CBOCs (Junction City, Lawrence, Fort Scott, Chanute, Garnett). The incumbent has direct oversight and responsibility for the functioning of BHIP-CCM teams within the MHC. BHIP-CCM consists of several multi-disciplinary teams of mental health staff (e.g. psychiatry, psychology, social workers, professional counselors, nursing, peer support, MSA's) who provide personalized, proactive, patient-driven mental health care. The manager role is primarily tasked with ensuring that this system of care can efficiently align patient preferences (or demand) with existing available supply (e.g. medication, psychotherapy, care management, crisis intervention). Day-to-day managerial duties include oversight of BHIP daily team huddles, treatment team meetings, and daily MESS/GEMBA related communication. The manager will ensure maximum efficiency in utilizing all available staff resources when considering clinic flow and defined roles within the BHIP team assignment. The manager will have a support team to including an administrative team member focusing on data gathering and analytics as well as a fulltime clinical staff member assigned specifically for consult management. The incumbent will work with discipline-specific supervisors in a collaborative atmosphere to ensure that all staff are working efficiently and competently to serve the needs of outpatient Veteran's in the MHC.
Broader managerial duties include participation in the larger leadership environment using a transformational style of leadership and focusing on specific values and strategies that influence the culture that supports quality employment for staff and care for Veterans. This involves: 1) Utilization of High Reliability Organization (HRO) principles focusing on safety and Just Culture; 2) Growth in cultural and linguistic competency and diversity of the workforce; 3) Advocacy around health outcomes; 4) Quality communication between employees, Veterans, and key stakeholders. 5) Collaboration both with the many complex VA systems of care and also with community partners.
As a licensed practitioner, a portion of time will be dedicated to direct patient care within the Mental Health Clinic. This may include assessment, support of same day access, and/or evidence-based psychotherapy interventions.

Qualifications
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. Hold a master's or doctoral degree in: Clinical Mental Health Counseling; Clinical Rehabilitation Counseling; Clinical Mental Health Counseling and Clinical Rehabilitation Counseling; or a related field, from a program accredited by the Council on Accreditation of Counseling and Related Educational Programs (CACREP). Examples of related mental health counseling fields include, but are not limited to Addiction Counseling; Community Counseling; Gerontology Counseling; Marital, Couple, and Family Counseling. CACREP defines the date when graduates are considered to have graduated from a CACREP accredited program. Additional information may be obtained from http://www.cacrep.org/directory/. NOTE: Traditional Rehabilitation counseling programs that are accredited by CACREP do not meet the LPMHC qualification standards as Traditional Rehabilitation counseling differs from Clinical Rehabilitation counseling.
Licensure. Persons hired or reassigned to LPMHC positions in the GS-0183 series in VHA must hold a full, current, and unrestricted license to independently practice as a Licensed Professional Mental Health Counselor, which includes diagnosis and treatment.
English Language Proficiency. LPMHCs must be proficient in spoken and writtenEnglish in accordance with VA Handbook 5005, Part II, chapter 3, section A,
paragraph 3.j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Licensed Professional Mental Health Counselor (Program Manager), GS-13
Experience, Education and Licensure. In addition to the basic requirements,candidates must have at least one year of progressively complex experience equivalent to the GS-12 grade level. The experience must demonstrate possessionof advanced practice skills and judgment, demonstrating progressively more professional competency.
Demonstrated Knowledge, Skills, and Abilities. In addition to meeting the KSAs forthe GS-12 grade level, the candidate must demonstrate the KSAs below:
1.Ability to make judgments and decisions associated with program management.
2.Ability to monitor program outcomes using data driven quality assuranceprocess.
3.Ability to develop productivity standards appropriate to each service provided.
4.Ability to manage a wide range of programs which include the operation andmanagement of key clinical, training or administrative programs.
Assignments. LPMHCs manage the daily operations of multiple programs, developand implement program policies and procedures, or serve as chief or principalcounselor to a number of LPHMCs. They are responsible for oversight ofadministrative and programmatic resources and monitoring of outcomes. Theyprepare reports and statistics for facility, VISN, and national leadership. Decisionsmay affect staff and other resources associated with the programs managed andare made while exercising wide latitude and independent judgment. They may beresponsible for the program's budget. They may also supervise employeesassigned to the program.
