Duties
This Intelligence Operations Specialist position is located in the Intelligence and Analysis (I&A), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Identifies, collects, and reports raw information that addresses TSA Priority Intelligence Requirements, DHS I&A Homeland Security Standing Information Needs (HSEC SINs), and validated IC Collection Requirements.
Accesses databases to research and prepare raw, unevaluated reports to the IC and others, as appropriate, via a common automated reporting dissemination platform.
Uses the Standard HUMINT Report (SHIR) and adheres to DHS I&A and IC guidelines to ensure reporting is accurate, standardized, and compliant with all intelligence and statutory/regulatory directives.
Acts as liaison to coordinate with DHS I&A, TSA and internal customers, Federal Departments and Agencies, State, local tribal, territorial, and private sector stakeholders to coordinate reporting that meets thresholds for pre-coordination.
Reviews IIRs for publication to ensure compliance with all DHS I&A and IC standards and practices.
Qualifications
To qualify for the SV-I Pay band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Applying advanced knowledge of intelligence collection and reporting authorities, processes, and DHS I&A guidelines sufficient to advance the effective delivery of relevant, timely, and actionable information to the IC and DHS IE; and
Applying advanced technical knowledge of intelligence collection analysis, evaluation, interpretation and operations to plan and accomplish Intelligence assignments and to develop plans and techniques to improve intelligence operations, policies, and programs.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
