This position is located at Veterans Affairs St. Louis Healthcare System (VASTLHCS) a complex level 1A facility. Functions as an Air Conditioning Equipment Mechanic within the Air Conditioning Shop, Facilities Engineering Service, accomplishing trades and labor work.

Duties

The incumbent works independently to meet these objectives after initial competency assessment and job specific orientation and training is provided. The duties include, but are not limited to: Routinely keeps the using service designee courteously and timely informed of the status, prognosis and down time for maintenance and repair of the equipment serving the facility. Consistently complies with all safety codes and regulations. Maintains knowledge and skill level commensurate with any future changes in equipment operation, and new regulations or policies initiated by EPA, VA Medical Center, or any other government agency. Knowledge of mathematics and a mechanical aptitude knowledge of electricity, hydraulic, pneumatic and electronic circuitry. Be conscience of all operating equipment and report malfunctions immediately to prevent failure of building service equipment. Maintains and provides repairs to all stationary and portable mechanical equipment within the medical center. Responsible for proper care and use of hand and power tools, metal working machinery and for the correct operation of all equipment assigned. Incumbent must have experience in electrical and gas welding and cutting equipment. Performs all assigned tasks in accordance with instructions about the details to be accomplished. Has the skill and ability to read and work from blue prints, drawings, technical manuals, and etc. Has the skill and ability to safely and effectively use all the tools and materials of the trade. Work from heights on scaffolds and ladders and uses such equipment as safety harness. Maintains, installs and repairs a wide variety of types and sizes of air-conditioning and refrigeration equipment. Installs, performs preventive maintenance, repairs and relocates refrigeration and air-conditioning equipment following the current laws, rules and regulations. Understands the principles of refrigeration temperature standards, temperature pressure relationships and EPA standards regarding the use of Freon. Incumbent tests, repairs, diagnosis, calibrates and replaces solid state / pneumatic thermostats, enthalpy controllers, dual input receiver controllers, economizers, pumps, chilled water and steam valves, dampers and motors. Locate, install, diagnose, and repair HVAC-R equipment and components in a timely matter. Cuts, fits, threads, flares, sweats, and brazes metals/joints together, using safe practices and industry recognized methods. Independently determines work methods and resolves problems for all air conditioning and refrigeration equipment or controls malfunctions. Understands electrical principles on all air conditioning and refrigeration equipment and control systems to safely troubleshoot and make necessary repairs. Performs required repairs, preventive and corrective maintenance on equipment using steam, domestic water, chilled water, refrigerant and compressed air. Ability to calculate air changes per hour and understands the requirements for certification of critical spaces to include USP 797 and USP 800 areas. Qualifications

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the Job Elements: Equipment Assembly, Installation, Repair Interpret Instructions, Specifications (includes blueprint reading) Materials Technical Practices Troubleshooting Use and Maintain Tools and Equipment Without more than normal supervision EPA CERTIFICATION: In accordance with 40 CFR Part 82, Subpart F, EPA, people working in this type of position must have and maintain proper EPA Certifications for working with refrigerants. You must have these EPA Certification Types I, II and III or Universal in order to meet the requirements of this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Makes repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places; therefore, stooping, stretching, bending, and kneeling are frequently for long periods of time.
