This position is located at a complex level 1A facility and functions as an Air Conditioning Equipment Mechanic Leader within the Air Conditioning Shop, Facilities Engineering Service, accomplishing trades and labor work.

Duties

Major Duties: Serves as work leader of multiple employees in accomplishing trades and labor work in support of the Facilities Management Division. Assists the supervisor with the preparation and ordering of materials to perform maintenance, repair and improvements to systems and structures throughout the medical center. Identifies HVAC-R design deficiencies and makes positive recommendations to correct the problems. Performs preventative maintenance on refrigeration and air conditioning equipment and systems following manufacturers and/or VA recommendations. Performs required repairs and maintenance on equipment using steam, domestic water, chilled water, and compressed air. Dismantles, repairs and reassembles units such as pumps, impellers, compressors, chillers, receivers, and evaporators. Ensures that safety and housekeeping procedures are being followed, and tools are being used properly. Work Schedule: Monday - Friday, 7:00am - 3:30pm Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/24/2023. EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards. Skill and Knowledge Extensive knowledge of the makeup, operation, and installation of a variety of refrigeration and air conditioning systems, circuits, controls and equipment codes, regulations, inspections and accreditation documentation for The Joint Commission (TJC) and other accreditation agencies. Knowledge of the refrigeration cycle of a variety of commercial and industrial systems to locate and check elements such as those which control low side and high side pressure; the temperature of the cooling units; the temperatures of the liquid and suction lines; and the running time of the various mechanisms in order to trace and locate problems and complete repairs and installation. Skill and knowledge in Programable Logic Controls (PLCs) using Building Automation System (BAS) to trace and locate problems and complete repairs and installation. Must be knowledgeable on a variety of HVAC-R systems, methods used for energy recovery, ways and means to reduce energy waste and consumption, variable/constant air volume systems, hot water reheat systems, and HVAC systems with critical temperature and humidity control. Must be proficient in sizing systems and calculating heat loss/gains in sizing systems. Ability to check for/repair leaks by visual and audible examination of equipment components; by applying prescribed test procedures and equipment; and by exploration of probable reasons for equipment failure. Expert knowledge of construction, operations, and maintenance as they pertain to HVAC systems of a complex and aging medical center. Knowledge of federal, state, and local regulations, governing codes, engineering principles and trade practices and safe working practices (National Fire Protection Association - NFPA 70E and Occupational Safety and Health Administration - OSHA Standards). You will be rated on the following Competencies for this position: Ability to Interpret Instructions, Specifications, etc. (Includes Blueprint Reading)Ability to Lead or SuperviseAbility to Use and Maintain Tools and EquipmentKnowledge of Equipment Assembly, Installation, and Repair, etc.Knowledge of MaterialsTechnical Practices (Theoretical, Precise, Artistic) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Frequently carries and sets up parts and equipment that weigh up to 23 kilograms (50 pounds). Hoists, holders, and pulleys are operated when removing units such as large compressors, condensers, and chillers. Makes repairs and installations from ladders, scaffolding and platforms where the parts of systems worked on are frequently in hard-to-reach places; therefore, stooping, stretching, bending, and kneeling are frequently for long periods of time.
