This National Guard position is for a SUPERVISORY IT SPECIALIST (ENTARCH), Position Description Number T5802700 and is part of the OH 220 EIS, National Guard.
The primary purpose of this position is to serve as the Project Manager and primary technical consultant in the IT infrastructure field and for the implementation of new IT Services provided by an EIS.
Duties
As a SUPERVISORY IT SPECIALIST (ENTARCH), GS-2210-12, you will perform the following duties:
Provides primary oversight of IT infrastructure planning projects requiring new or modified IT infrastructure. Develops information technology project plans. Conducts on-site and/or virtual pre-site surveys to evaluate proposed projects in determining unit capabilities to either accept or reject projects based on valued training, manpower, skills, equipment, funds, and other resources. Accepts new projects and establishes project deadlines and priorities based on general established schedules, methods and policies. Develops, assesses and plans the implementation of information technology, telecommunication, and communications-electronics systems. Ensures project packages are reviewed, pre-installation surveys are performed and allied support, funding, and technical problems are resolved prior to installation team start date. Serves as liaison with installation officials and with higher headquarters on behalf of the EIS regarding plans, problem areas, program requirements, and methods of accomplishment for IT construction projects and network modernization. Monitors status of project milestones, coordinates with mission and support functions when milestones change and adjusts resources to ensure that teams and equipment are available to meet job requirements.
Supervises the daily operation of technicians engaged in the planning and engineering for the installation, testing, analysis, modification, and repair of complex and state of the art C4I systems and infrastructures. Interviews and recommends selection of new employees. Passes on to other workers the priorities and overall objectives received from the Commander. Establishes positions, sets performance standards, and renders performance appraisals. Initiates disciplinary/laudatory actions as appropriate. Establishes and implements organization policies, plans and objectives. Establishes priorities and plans and assigns work to accomplish the mission. Assigns work to subordinates based on priorities and the difficulty and requirements of assignments. Schedules and approves annual/sick leave; develops training plans; schedules employees for needed training; and ensures training programs are completed. Receives complaints and grievances and resolves actions, referring more complex cases to the Commander. Ensures actions initiated are in consonance with the Equal Employment Opportunity (EEO) and Affirmative Action Programs. Identifies training needs of employees, providing or arranging for needed development and training that will assist the employees in meeting their personal as well as the organizations goals. Identifies functional areas with incumbent's span of control for potential mismanagement of programs, fraud/waste or abuse of resources, and implements and manages controls to comply with the activity regulations, existing public laws and other directives. Keeps the Commander informed on overall work operations and status of projects. Responsible for observing all safety rules, regulations and directives applicable to the work assignment.
Serves as primary point of contact for projects assigned with sponsor/customer. Keeps the sponsor/customer fully informed of project progress, issues and their resolution, and any impact on project completion. Assures that sponsor/customer or other agencies participation in the project is in accordance with the agreed upon management plan and sponsor/customer commitments. Assures early identification of sponsor/customer problems or issues and facilities the resolution of identified problems or issues in the most appropriate manner. Using online systems, tracks and monitors status of project milestones. Coordinates with mission and support functions when milestones change and adjusts resources to ensure that teams and equipment are available to meet job requirements.
Reviews and analyzes all projects upon completion. Formulates and recommends procedures to improve performance and to avoid repeat problem areas and/or discrepancies. Evaluates quality of C4I installations and upgrades for timeliness, cost-effectiveness, and customer satisfaction. Analyzes project data for incorporation as baselines on future C4I projects. Determines the need for increasing or adjusting training density and duration, additional controls, revision of processes, workload distribution, and personnel manning adjustments.

Requirements

- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement.
- Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties.
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968.
- An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

- This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
Qualifications
SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
