About the Position: This position is the focal point within Construction Branch for all internal activities pertaining to the effectiveness of quality management and safety and occupational health oversight for all Memphis District (MVM) construction projects. This position is the principal Construction Branch contact for those areas of concern with Area Offices, other district elements, and higher authority, and other federal, state and local authorities.
Duties
Coordinates and performs Construction Safety oversight, inspections, or audits at construction field sites to assess effectiveness and assist Construction Branch management in ensuring that Safety duties are being performed IAW current guidance.
Makes visits to field sites to observe and ensure that operations are performed in a safe manner and in accordance with accepted standards.
Oversees Construction Branch’s safety management program with the primary responsibilities of planning, organizing, and implementing all functions and requirements of the safety program as directed by the Office of the Chief, Construction Branch.
Conducts surveys in heavy construction environments and ancillary operations, to recommend measures eliminating or controlling hazardous operational processes, dangerous human-machine relationships and unsafe working conditions.
Serves as Construction Branch’s Safety Lead and coaches and provides instruction to field personnel (Project Engineers, Construction Representatives, and Construction Control Inspectors / QAR’s) in the proper execution of Safety enforcement duties.
Researches and stays abreast of current Safety policies, regulations, plans, and processes.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Require driver’s license because extensive driving required to visit geographically diverse job sites.
- Required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually.

Specialized Experience: One year of specialized experience which includes knowledge in quality control and quality assurance systems for construction contracts; Ability to interpret contract technical provisions and perform associated inspections to ensure contract Compliance; and Develop site specific safety plans and hazard analysis. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
