This position is in the Office of the Ombudsman for the Energy Employees Occupational Illness Compensation Program. The Office of the Ombudsman is an independent office within the Department of Labor and is responsible for providing information, assistance, and outreach on the benefits available under the Energy Employees Occupational Illness Compensation Program Act (EEOICPA). This position is outside the bargaining unit.

Duties

Memorializes each individual or collective inquiry or concern, which will serve as the substantive basis for the Office of the Ombudsman's Annual Report to Congress. Develops broad concepts pertaining to current and emerging issues relating to the EEOICPA. Develops or directs broad assignments of program requirements and performs analyses of program and administrative procedures. Based on this information which might include operational, legislative, judicial, administrative, and economic impacts, the incumbent develops policy options and recommends positions on highly complex and sensitive problems or issues relating to this complex statute. Performs highly technical and fully integrated analyses, studies, and projects of a unique, special, or sensitive nature. Manages day-to-day entries for tracking systems required for mandated Annual Report to Congress. Prepares articles, reports, briefings, and similar documents for high-level audiences internal and external to DOL. Prepares responses to confidential, sensitive, and other correspondence, including control correspondence or congressional inquiries from claimants, Congress, and others. Translates highly complex and technical data and information into clear, concise, and understandable language. Works with claimants to facilitate the processing of their claims and document problems or issues. Provides technical and day-to-day review of the work of the GS 09/10 level confidential Executive Assistant. Exercises responsibility for a myriad of special projects, which are typically very sensitive in nature and may involve OMB, credential staff, and other federal agencies. Other duties as assigned.

Requirements

Qualifications

For GS-14, Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Qualifying specialized experience includes: Demonstrated ability to perform and direct analyses of complex policy issues. Examples is as follows: 1. Experience with policy interpretation, analyses, and recommendations for policy modifications. 2. Experience directing or helping others in analyses of policy issues. Comprehensive experience related to EEOICPA and its implementing regulations sufficient to understand, interpret and advise a wide range of customers on the provisions, implementation, and evaluation of the requirements and procedures applicable under the Act. Examples is as follows: 1. Experience with the claims adjudication process 2. Experience with policy development and/or modification In addition, significant experience in working with claimants to facilitate the processing of their claims, as well as experience documenting problems and providing guidance for issues that arise.
