About the Position: Serve as Deputy Director of the contracting and acquisition program which consists of highly technical and complex administrative and professional contracting work which involves the development of major aspects of Army wide contracting programs.
This is a pay banded position. The NH-04 band encompasses grades 14 and 15 under the General Schedule (GS) system.
Duties
Responsible for maintaining acquisition and contracting processes that enable the command to deliver its products and services to the Warfighter.
Responsible for ensuring employees have the tools and processes in place to perform Contracting, Best Value Source selections, and post award administration in support of the mission.
Head of Contracting Agency review and compliance as well as the management and oversight of all operations functions for the command.
Represent the Command in meetings and conferences with key military and civilian personnel of other Commands at all levels in order to coordinate ACC operations on behalf of the Director.
Attend high level Defense industry and government meetings concerning various aspects of contracting and acquisition business process and related e-business information technology.
Implement and adapt policy for Contracting Operations.
Plan and assign work to be accomplished by supervisors who guide and control the work.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Must be able to obtain/maintain a TS/SCI security clearance.
- This is a testing designated position. Must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter.
- This position is a designated key position. This position must be exempt from military recall to active duty because of Reserve or retired military obligations.
- Incumbent must be prepared to support the ACC Continuity of Operations (COOP) Program and OPLAN by moving to and operating from an emergency relocation facility as a member of one of the commands COOP Support Teams.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
- This position requires the incumbent to sign an Acquisition Corps written tenure agreement to remain in the Federal service in this position for at least 3 years.

BASIC EDUCATION REQUIRMENTS FOR 1102 SERIES:
A bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts).
OR
EXEMPTION: (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic education requirement, you must also meet the specialized experience:
Specialized Experience: One year of specialized experience which includes performing the duties of (1) Leading and supervising a team of contracting officers and specialists in the awarding of contract actions; (2) Serving as a contracting officer for contracting/acquisition program; and (3) Briefing senior staff or officials regarding contract strategies to obtain authorization for execution of awards.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13.
