This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicare, Medicare Parts C and D Oversight and Enforcement Group (MOEG), Division of Audit Operations (DAO). As a CONTRACTING OFFICER REPRESENTATIVE, GS-1101-13, you will perform complex technical and administrative functions related to all acquisition and contracts life cycle.

Duties

Serves as an expert Contracting Officer Representative (COR) Level III on contracts, and/or task orders to support audit, oversight, and enforcement strategies of Medicare healthcare plans. Plans and conducts oversight activities such as monitor, audits, or corrective action validation activities of contractors or Medicare private health care plans. Develops and/or revises operational requirements, including standard operating procedures, and evaluation methods and protocols to ensure optimum results for assessing compliance with requirements or contractor performance. Strategically plans and directs short-and long-term projects analyzing key legislative, regulatory, policy and operational initiatives related to Medicare and other health policy matters Performs quality reviews of written materials or contract deliverables for consistency with requirements, guidelines, instructions, or standard operating procedures and conducts any necessary follow up on findings (e.g., validation activities).

  • This is a remote position; however, the position reports to a CMS Office on a periodic basis. Requirements to report to the office will vary and can be discussed at the time of interview.
  • You must possess and maintain a Federal Acquisition Certification for Contracting Officer's Representatives Level III (FAC-COR III)

Qualifications

ALL QUALIFICATION REQUIREMENTS MUST BE MET WITHIN 30 DAYS OF THE CLOSING DATE OF THIS ANNOUNCEMENT. In order to qualify for the GS-13 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: 1) conducting complex technical and administrative functions for all phases of the acquisition and contracts lifecycle, and (2) planning and conducting oversight activities of contractors or health care entities; AND (3) proposing modifications to policies or operations to reflect changes or trends in federal government programs, new program initiatives, and the needs of beneficiaries. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current or former Federal employees and current or former Federal employees applying under the VEOA eligibility who hold or have held a permanent General Schedule position in the previous year must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying.
