This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. Duties

As a Housing Capital Improvement Specialist, you will: -Independently and/or as a part of a team or team coordinator, perform complex program management regulatory, and associated functions associated with the development and management of all aspects of the Capital Fund. -Develop and implement significant new program strategies; analyze key Capital Fund policy questions and contribute to significant agency decisions, policy recommendation and positions; represent the agency authoritatively to key government and business officials and organizations; plan and manage delivery of major, high-priority products and services which are central to agency objectives. -Serve as a Government Technical Monitor (GTM) on contracts associated with the Capital Fund, develop and conduct basic training for HUD Field staff, PHA staff, development partners, and residents on programmatic matters; and provide advice and technical assistance.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: - Participating in the development of policies and procedures; AND - Assisting in the implementation of strategies related to the financing of public housing improvements AND - Making recommendations to higher level management Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14 you must have been at the GS-13 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
