The Learning Resources Officer - Chief of Education reports to the Associate Director of Patient Care Services, located at the William S. Middleton Memorial Veterans Hospital in Madison, WI.

Duties

The primary purpose of this position is to serve as the first level supervisor and will plan, direct, organize, and exercise control over non-supervisory positions, as well as responsible for the development of plans, implementation, direction, evaluation, management and coordination of the overall education program for the hospital. Duties will include, but may not be limited to the following:
Plans, organizes, and directs the activities of the Education Office ensuring that legal and regulatory requirements and customer needs are met.
Reviews organization mission, functions, and manning; identifies and initiates request for additional resources (e.g., personnel; overtime; equipment, supplies; space). Assesses and revises processes and procedures for quality improvement, timeliness, and efficiency of work.
Exercises supervisory personnel management responsibilities such as: selects/recommends selections of candidates, develops performance standards and conduct staff evaluations; resolves employee complaints; initiates corrective action for performance or conduct problems; identifies and arranges for staff training; staff scheduling and leave management; and maintains employee records.
Develops and maintains a core of education and training programs for hospital personnel which support both clinical and administrative personnel learning needs. Provides overall coordination, program re-design and integration among various services and programs in the delivery of cost-effective, customer driven training, education and staff development.
Employs a variety of techniques to assess, analyze, and verify training needs, and establish short- and long-range goals. Supports leadership by troubleshooting for unexpected situations requiring educational interventions and monitors the environment to identify new issues, trends, techniques, etc.
Provides consultation of various teaching methods ranging from self-directed, classroom instruction, on-the-job training, distance learning modalities, computer assisted instruction, etc.
Coordinates an array of education and training special inquiries, studies, surveys, and reports.
Provides oversight and coordination for associated health/medical affiliation agreements and other educational assistance programs.
Justifies, plans, and ensures effective use of program resources to include budget, space, equipment and personnel.
Provides supervision to nurse educators.
Performs other duties as necessary.
Work Schedule: Monday-Friday, 8:00am - 4:30pm

Qualifications
Applicants must meet the Individual Occupational Basic Requirements for this Learning Resources Officer, as described below.
Bachelor's (or higher) Degree (TRANSCRIPT REQUIRED) that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. OR
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. In addition to the Basic Requirement, applicants must meet the specialized experience requirement.
Specialized Experience: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience includes:
Developing and maintaining a core of education and training programs which support both clinical and administrative personnel learning needs, providing consultation on various teaching methods ranging from classroom instruction, on-the-job training, distance learning modalities, computer assisted instruction, etc.
Employing a variety of techniques to assess, analyze, and verify training needs, and establish short- and long-range goals.
Performing human resource management functions, includes: evaluating employee performance, staff scheduling and leave management, participating in selecting subordinates, identifying/arranging for subordinate training; maintaining personnel records.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Physical Requirements: The position is mostly done within the office setting, however there are occasional times in which teaching of courses requiring physical activity may be required. There may also be some travel involved.
