The Learning Resources Officer/Chief of Education serves as first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory positions.

This position is located at the William S. Middleton Memorial Veterans Hospital, Madison WI. The Learning Resources Officer/Chief of Education reports to the Associate Director of Patient Care Services. The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over non-supervisory positions. As such, the incumbent is responsible for development of plans, implementation, direction, evaluation, management, and coordination of the overall education program for the hospital.
Major Duties:
Plans, organizes and directs the activities of the Education office ensuring that the various services comply with legal and regulatory requirements and meet customer needs
Develops and maintains a core education and training program for hospital personnel
Prepare Reports and Program Documentation
Provides direct educational support to senior management, administrative/clinical personnel, and academic affiliates
Developing a compliant budget for the organization efficiently and effectively, within delegated financial limits.
Managing Procurement and contracting
Maintain supporting documentation record retention for purchases.
Provide ongoing analysis of budget status for allocated funds
Interpretation of information contained in reports.
Monitoring approved education projects and providing technical expertise
Provides information about educational development and other training programs.
Leads team huddles, meetings, retreats, and conferences.
Serves as a consultant and subject matter expert for specific educational needs
Establishes guidelines and performance expectations for staff
Rates workers' performance, conducts work performance critiques.
Exercises supervisory personnel management responsibilities to include but not limited to: selection of candidates for vacancies, details and reassignments
Performs other duties as assigned
Work Schedule: M-F 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 13 position you must have served 52 weeks at the GS 12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Basic Requirements:
College degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position. (Transcripts Required)
OR,
Combination of education and experience -- courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study as described above. (Transcripts Required)
Specialized Experience: You must have at least one year of specialized experience, equivalent to the GS-12 level in the Federal Service, which equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled including; extensive knowledge of a variety of learning methods and technology-based methodologies to provide recommendations such as classroom instruction, on-the-job training, and computer assisted instruction; using a variety of techniques to assess, analyze, and verify training needs; a familiarity with Human Resources Management functions such as the update of personnel folders, entering personnel requests, and interviewing and selecting subordinates; evaluating employee performance; evaluating concerns and complaints; planning and managing curricula; managing budgets; Communication and interpersonal relations, including the ability to appropriately and courteously relate to internal and external customers, Maintenance of confidentiality of patient/employee information; knowledge of computers, software applications, databases, and automated systems.
Preferred Experience: Master's Degree Preferred. 5 Years experience in education.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
Work may occasionally require travel away from the normal duty station. Valid drivers license is required.
