The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Office of Finance and Operation, Office of Security, Facilities and Logistics. The incumbent reports to the Director of the Office of Security, Facilities, and Logistics, providing leadership divided into five branches: responsible for Space Modernization, Building Management, Transportation, Administrative and Support Services, and Federal Real Property.

Qualifications

Minimum Qualification RequirementsSpecialized Experience for the GS-15One year of experience in either federal or non-federal service that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:1. Experience in developing and implementing an organizational vision that balances change with continuity of services in order to promote improved customer service and overall program performance. 2. Experience in directing and leading the building services in daily operations while ensuring the functions are performed and the efficiency of building operations (i.e., Surveys, housekeeping, or maintenance issues).3. Experience in providing for the acquisition, disposal, accountability, and development of space criteria (ie., planning design, review, approval of plans, construction and final acceptance of space renovations, reconfigurations, or staff relocations).Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Ability to communicate, effectively and persuasively, both orally and in writing, to a wide audience on controversial and sensitive subjects that affect the working environment of the Department and its employees.2. Knowledge of organizational and system processes sufficient to resolve long-standing problems, balance conflicting program interests, and depart from previous approaches.3. Skill in managing a diverse workforce and creating a culture of successful project execution and accountability within a facilities services environment.4. Skill in the management of major renovation and reconfiguration projects (from inception through closeout) acquisition of new space, build-out and furnishing of new space, renovation and reconfiguration of existing space, personnel moves, and disposition of old space and furnishings.5. Skill in the development and implementation of a variety of facilities projects, including scheduling and budget controls, and in coordination with the master housing plan, General Services Administration, lessors, and associated contractors.
