This position is located in the Bureau of South and Central Asian Affairs, Office of the Coordinator for Afghan Relocation Efforts (CARE). The incumbent serves as an Operations Specialist with responsibility to formulate and oversee operations including the establishment of priorities for budget and programming activities within CARE, Special Relocations and Vetting (SRV), to measure performance against case management goals and objectives set by CARE and department leaders.
Duties
Serves as point of contact for developing effective operational plans, providing advice and support regarding the interpretation of complex relocation policies, and coordinating highly sensitive and unprecedented relocation matters with stakeholders.
Develops innovative approaches to meet CARE objectives, including vetting and pre-vetting policies and procedures, coordinating adjudication of non-citizen relocation matters with other bureaus in the State Department and interagency partners.
Plans and conducts broad analyses and studies, reviews and assesses overall special case management operations.
Provides oversight, development, and implementation of long- and short-range plans, procedures, and policies relating to special case management activities for relocating designated Afghan populations.
Requirements
- U.S. Citizenship is required.
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing and/or implementing U.S. foreign affairs policy, international transactions, and/or U.S. foreign affairs activities and resources.
Experience working collegially and collaboratively with officials throughout the foreign affairs community.
Experience successfully and efficiently managing cases by utilizing knowledge of history, politics, and of native cultures in the region of South and Central Asia.
There is no substitute of education for specialized experience for the GS-14 position.
