Duties

The Department of Energy's (DOE) Office of Nuclear Energy - Headquarters is looking for a dynamic, innovative, seasoned executive to lead and manage the overall coordination, integration, and application of the Office of Nuclear Energy's research capabilities to support the rapid development and commercial application of innovative nuclear technologies essential for future nuclear energy systems required for de-carbonizing the U.S. economy and improving U.S. energy security. As the Associate Deputy Assistant Secretary for Reactor Fleet and Advanced Reactor Deployment you will: Assist in a line capacity the direction of the Office of Reactor Fleet and Advanced Reactor Deployment organizational activities and frame strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives. Determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identify the need for major organizational improvements and develop the requisite plans and direct implementing actions. Oversee and direct the internal organization, staffing, policies, and personnel authorities required to carry out the responsibilities of the organization, including the recruitment of senior managers and technical experts necessary to ensure the success of the programs. Manage the overall coordination and integration of the Gateway for Accelerated Innovation in Nuclear (GAIN) initiative including the Nuclear Science User Facilities (NSUF) program and promote the use of these unique nuclear research facilities for research and development of innovative nuclear technologies within the university, industry and laboratory research communities. Support the research and development of innovative reactor technologies that may offer improved safety, functionality and affordability, and builds upon existing nuclear technology and operating experience. Conduct research to reduce long-term technical barriers for advanced nuclear energy systems, including space fission systems. Oversee the planning and management of the Office of Nuclear Energy's advanced modeling and simulation programs to ensure the delivery of improved modeling and simulation capabilities relevant to existing and future nuclear systems. Develop and implement a DOE integrated strategy for the development, licensing and application of advanced reactor concepts that provide safe, secure and enhanced nuclear energy to U.S. and international markets. Advanced reactor concepts include the full range of coolants and thermal sizes. Manage research and development activities that provide the technical and economic basis for continued long-term operation of existing U.S. light water reactor (LWR) nuclear power plants. Manage collaborative and cost-shared activities with industry, including design certification, licensing and first of a kind engineering for the application of advanced reactor concepts. Establish and manage collaborative nuclear energy research and development activities with industry for advanced reactor concepts and innovative technologies, based on priorities that reflect technical, licensing and business assessments, incorporating public-private cost-sharing where appropriate. Direct the technical, economic, and policy analyses of issues and activities affecting the use of nuclear energy, including the evaluation of regulatory (including Federal, state, local, and Public Utility Commissions), legislative, and industry activities. Manage the integration of relevant DOE offices to support the transfer of technology and innovation developed by NE to the private sector, other Government agencies, and other Departmental elements for use in commercial applications to enhance the U.S. economy and improve U.S. industrial competitiveness. Maintain close coordination with electric utilities, the nuclear industry, and industry organizations such as Nuclear Energy Institute, Institute of Nuclear Power Operation, and Electric Power Research Institute, and the Nuclear Regulatory Commission to address issues related to the construction, operation, and maintenance of commercial nuclear power plants. Maintain close interface with independent oversight and advisory committees (e.g., Nuclear Energy Advisory Committee, LWRS Steering Committee, Secretary of Energy Advisory Board) to assure effective planning and implementation of research and development activities.
