Duties
This Financial Specialist position is located in the Internal Control and Audit Policy Branch, Financial Management Division, Chief Finance Office, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Collaborate with stakeholders to perform/conduct a variety of top-level large scale financial management activities, financial systems and/or accounting operations support functions. These functions include but are not limited to: planning, developing, and coordinating financial management improvements necessary to comply with Office of Management and Budget (OMB) directives and legislation.
Provides program oversight of the TSA Management Control Objective Program (MCOP)/internal controls program that addresses Federal Managers' Financial Integrity Act (FMFIA), the DHS Accountability Act, Office of Management and Budget (OMB) Circular A-123, Management's Responsibility for Enterprise Risk Management, and Government Accountability Office (GAO) Internal Control Standards (Green Book).
Serves as team member for TSA Enterprise Support Management Control Program and provides functional support including advice on techniques, procedures, implementation instructions and financial management policy interpretation and guidance for the Management Control Program and associated internal controls throughout headquarters and subordinate level organizations' Internal Controls program offices and airports.
Coordinates reviews of headquarters and subordinate level organizations' Internal Controls program office's processes to ensure compliance with Internal Control principles, reports, documentation practices, and recommends corrective action where appropriate. Incumbent resolves financial management issues that impact TSA and participates in decision-making sessions with top organizational management officials.
Qualifications
To qualify for the SV-I Pay Band (equivalent to GS-13) you must have one year of specialized experience at the SV-H Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Maintaining and tracking Management Control Objectives Plans (MCOP) utilizing MCOP related systems and providing recommendations for improvements; and
Ensuring Management Control Objectives Plans (MCOP) compliance with government-wide internal management control laws, regulations, and standards (i.e. Federal Managers' Financial Integrity Act (FMFIA), the DHS Accountability Act, Office of Management and Budget (OMB) Circular A-123, Management's Responsibility for Enterprise Risk Management, and Government Accountability Office (GAO) Internal Control Standards (Green Book)).
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
