The Civil Division, Office of Human Resources is seeking an enthusiastic and motivated Human Resources professional to work in a fast-paced team environment. The ideal candidate for this position is self-motivated, knowledgeable about HR laws, concepts and practices, and willing to share information with staff members. The successful candidate will provide a variety of human resource management advisory services on HR programs and activities. This is not a remote location position.

Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent of this Human Resources Specialist position performs work in support of staffing and recruitment, special HR programs, and executive resources functions. As a GS- 0201-12/13 Human Resources Specialist, your typical work assignments may include the following: Researching laws, regulations, and policies to answer HR related questions. Processing personnel actions using an automated payroll system. Preparing vacancy announcements for positions in both the competitive and excepted service. Preparing pre-appointment paperwork for new hires, such as SF-52s, waiver requests, SQA forms, job offers, etc. Responding to a variety of inquiries from internal and external parties regarding HR programs. Analyzing personnel needs through research in order to ensure staffing decisions are properly implemented. Applying a wide range of recruitment and placement concepts, practices, regulations, and procedures to provide HR technical advice. Maintaining statistical data on employment ceilings and on-board counts for assigned components. Serving as an attorney recruitment coordinator in the administration of the yearly Division-wide recruitment programs to include the Attorney General's Honor Program (HP), and the Summer Law Intern Program (SLIP). The HP is Justice's competitive, centralized recruitment program that is the only way for new attorneys to enter Justice in an attorney position. The SLIP is Justice's competitive, centralized recruitment program for compensated summer internships. Managing the Attorney Student Loan Repayment Program (ASLRP). The ASLRP is an incentive program designed to recruit and retain highly qualified attorneys for hard to fill positions. Managing the Civil Division Awards and Attorney General's Awards programs. The Civil Division Awards program is a non-monetary honorary program that recognizes federal employees for exceptional service and significant contributions to the Civil Division's mission. The Attorney General's Awards program is a Department of Justice honorary awards program that recognizes the outstanding contributions of employees from the Department. Maintaining the Office of Human Resources Intranet site. Providing advisory services to internal and external customers in the areas of executive resources as well as recruitment and staffing services to managers and supervisors in assigned components of the Division.

Requirements

  • You must be a United States Citizen or National.

Qualifications

To qualify for the position of Human Resources Specialist (Recruitment and Placement)at GS-0201-12/13 , you must meet the basic qualification requirements listed below AND possess the required specialized experience specific to this series and grade you're applying to. If you are a current or former government employee on a permanent appointment in the competitive service, you will need to demonstrate 1-year (52-weeks) at the next lower grade level as listed in the qualifications below. Time-in-Grade applies if you are in a current GS position or held a GS position within the previous 52 weeks. Additionally, please ensure to submit an applicable SF-50 (please refer to the "required documents" section for additional information). To qualify for the GS-12 position, you must demonstrate that you have the following: At least one full year of specialized experience that is equivalent to at least the GS-11 grade level in the federal service demonstrating a broad knowledge of HR concepts and principles; experience in researching and applying a variety of HR concepts, laws, regulations, policies, etc.; managing one or more specialized HR programs in the field of staffing and recruitment or executive resources; and experience communicating with customers of all levels. The specialized experience should include: Preparing vacancy announcements for positions in both the competitive and excepted service. Maintaining statistical/current data on employee on-board counts for assigned areas. Researching regulations, such as the 5 CFR, Guide to Processing Personnel Actions, Agency Merit Promotion Plan, etc. Developing crediting plans or assessments to be used in the recruitment process. Conducting job analyses on a wide variety of complex positions using research of various forms and analytical techniques to gather and document the information. To qualify for the GS-13 position, you must demonstrate that you have the following: At least one full year of specialized experience that is equivalent to at least the GS-12 grade level in the federal service applying knowledge of HR concepts and principles and the performance of executive resources or staffing and recruitment functions; experience in researching and applying a variety of HR concepts, laws, regulations, policies, etc.; and experience communicating with customers of all levels, to include senior level executives. The specialized experience should include: Preparing competitive and non-competitive personnel actions in accordance with applicable rules and regulations. Advising managers and supervisors on OPM and agency policies and procedures for selection, placement, promotion, salary levels, etc. Researching and applying a variety of HR concepts, laws, regulations, policies, etc. You MUST meet all qualification requirements, including Time-in-Grade, by the closing date of this announcement.
