This Supervisory Social Science Program Specialist position is responsible for the oversight and delivery of the Whole Health Coach Program and skill development of the local Medical Center's Whole Health Vocational Rehabilitation, Coach and Partner pool. The position is integral to supporting Whole Health Program and Veterans in navigating the Whole Health Journey, specifically through the Pathway element of the Whole Health Coach Model.
Duties
This position is located at Audie L. Murphy VAMC in San Antonio, Texas within Physical Medicine and Rehabilitation Service.
Supervisory Duties: The position reports to the facility Whole Health (WH) Program Manager, or facility designee, and directly supervises a team of Whole Health Coaches. The Supervisor oversees the Whole Health Coach Model (WHCM) programs-logistics of space and scheduling, delivery of curriculum, evaluates performance and program effectiveness, recruits and trains and supervises the Whole Health Coach Model Positions, oversees skill development of the Whole Health Coach Model (WHCM) team, actively guides Veterans in the exploration of core elements of personal health plans through individual and group-based programs. Reports program outcomes and status to the Whole Health Coordinator or other facility leadership, develops information for Veterans about the Whole Health Coach Programs, collaborating with internal and external resources for supporting the Veteran's Whole Health Journey to develop resource lists for well-being support within the facility and in the local community, meets with external stakeholders to provide information about the Whole Health Coach model program and access to Veterans, and conducts outreach activities to inform Veterans and family members of the programs available. The incumbent provides technical and administrative supervision to the WHCM team. The incumbent oversees the teams' schedules and delivery of the Whole Health Coach programs, ensures that agency policies and priorities are followed; develops performance standards; and evaluates work performance of the Whole Health Coach. The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters. Hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager; effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority and carries out Equal Employment Opportunity policies and program activities.
Whole Health: The position also supports and performs the following duties: welcomes Veterans into the local system, orients Veterans to Whole Health concepts, offers a variety of points of entry into partnership with VHA, coordinates and connects Veterans to resources and programs based on preferences, assists Veterans in articulating their goals for health and well-being, learning and practicing new self-care skills, helps them monitor their progress, assists them in their health plans, supports them in advocating for themselves to obtain effective services, and provides tools and resources to assist in navigating the Whole Health System; develops internal and external resource material, trains the Whole Health Coaches in the Whole Health program curriculum.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Individual Occupational Requirements (IOR): Basic Requirements:
Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in behavioral or social science; or related disciplines appropriate to the position. (TRANSCRIPT REQUIRED) OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (TRANSCRIPT REQUIRED)

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to use automated systems and interpersonal and communications skills; Knowledge of laws and regulations relating to the protection of the privacy of medical information; Knowledge of the issues, program goals and objectives, work processes, and administrative operations of the organization to determine ways to improve customer satisfaction; Knowledge of Veterans Affairs rules and regulations regarding eligibility, enrollment, income assessment, and insurance for veterans' medical care; Knowledge of Veterans Affairs inpatient and outpatient programs and operations, admissions, scheduling, sharing agreements, and travel. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. degree or equivalent doctoral degree. (TRANSCRIPT REQUIRED) OR,

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Some of the work will be performed in a healthcare clinic setting in an adequately lighted and climate-controlled office. Portions of the work will involve going to community organizations on behalf of Veterans for connecting Veterans to VA and non-VA services which support Veterans' established health goals and behaviors. Whole Heath Coaches who may be located at a main facility campus, at CBOCs, embedded in the community (e.g., vet centers, YMCAs, community centers, etc.) and ensuring the delivery of individual exploration of goals for health and well-being. Additional Tele-health/CVT delivery of sessions may be required.
