Duties
This National Firearms Custodian position is located Training and Development, Training Centers Division Atlantic City, NJ, Department of Homeland Security (DHS). Duties include but are not limited to:
- Serves as a National Firearms Custodian within the Department of Homeland Security (DHS), Transportation Security Administration (TSA), Training and Development (T&D), Training Centers Division (TCD).
- Responsible for the issuance, inventory and storage of firearms and ammunition within the LE/FAMS National Armory, including coordinating the purchase and distribution of ammunition to multiple locations and assisting with the recovery and delivery of accompanying badges and credentials.
- Serves as a Contracting Officer Representative (COR) and coordinate with program management, FAMS Instructors, manufacturing representatives and contracted vendors to purchase, record, prepare and monitor shipments to/from the TSA National Armory, as well as organizing and directing firearms warranty issues.
- Accurately maintain a yearly ammunition budget and determine resource requirements by analyzing, evaluating and forecasting projected ammunition purchases based on input from headquarters and field entities.
Qualifications
To qualify for the SV-SV-H Pay Band (equivalent to GS-12 you must have one year of specialized experience at the SVSV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Providing operational support in the procurement, storage, issuance, and inventory control of ammunition and firearms;
Applying inventory and cataloging procedures to document and verify property; and
Using software such as Microsoft Office and complex databases for record keeping and information gathering.
To qualify for the SV-I pay band (equivalent to GS-13), you must have one year of specialized experience at the SV-H Pay Band or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes:
Coordinating with program management, manufacturing representatives, and vendors to purchase, record, prepare, and monitor firearm shipments and direct firearm warranty issues;
Accurately maintaining an annual ammunition budget and determining resource requirements.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
