Duties

This Financial Specialist position is located in Security Operations (SO), Operations Management (OM), RMO, Budget & Finance, Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Uses expert technical knowledge and experience to develop, perform, and present special studies and selective examinations of complex finance and accounting functions to improve operating program effectiveness. Serves as a technical expert and senior financial specialist providing overall financial support to internal and external customers and staff. Investigates, corrects, and assures accuracy of fund authorization records, commitments, obligations, and disbursements by gathering and developing financial data to support the cost-effective use of funds, ensuring funds meet Congressional time, purpose and amount criteria, and are not over or under obligated. Ensures the financial integrity, formulation, execution, and analysis of TSA's annual budget, which often involves researching, investigating, and analyzing a variety of unique or unusual problems and nonrecurring conditions. Formulates and monitors execution of long-range (3-5 years) detailed budget forecasts and plans funding for the implementation of projects and programs. The major duties described reflect the full performance level of this position. Typically, the lower pay band (I Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Evaluating, analyzing and interpreting policies to execute the budget execution process. Utilizing automated budget and financial systems to review and prepare a variety of budget and financial activity reports. Providing advisory services on financial management or accounting program policy to ensure regulatory compliance. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as: Utilizing automated financial database and spreadsheet software to develop and improve financial data collection storage and reporting. Making recommendations to leadership to improve financial practices and policies. Formulating and monitoring execution of long-range budget forecasts and plans. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
