This position is in the Ronald Reagan Building and International Trade Center, 1300 Pennsylvania Ave., NW., Washington, DC, in the Bureau for Middle East, at the U.S. Agency for International Development (USAID).

Duties

Acts as a liaison and day to day contact for the Mission and with the Department of State, NSC and other government organizations. Leads or assists in the resolution of complex program or administrative issues or problems. Leads or assists in the preparation of planning, authorization, and implementation documents and monitors their timely clearance and execution. Compiles information and develops written products for Bureau and Agency management, colleagues and counterparts in other agencies. Directs or participates in the development and review of country policy recommendations consistent with Bureau and Agency criteria and the foreign policies of the U.S.

Requirements

  • Relevant experience (see Qualifications below).
  • Must be able to obtain and maintain a Secret clearance.
  • Males born after 12/31/1959 must be registered with the Selective Service.
  • Direct Deposit/Electronic Funds Transfer is required.
  • If you have no prior Federal experience or are selected under Delegated Examining procedures, you will be required to serve a one-year probationary period.
  • If you select to be considered under Merit Promotion requirements, you must meet the Time-in-Grade requirements before the closing date of this vacancy announcement.
  • These are Testing Designated Positions (TDP's) under the Agency's approved Drug-Free Work Place Program. All applicants selected for this position will be subject to random drug testing once they begin working for the Agency.

Qualifications

Specialized Experience: GS-12: One year of experience refers to full-time work; we consider part-time work on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Demonstrate the ability to liaison with mission(s) in areas such as strategic planning, budget preparation, and program reviews; (b)Demonstrate the ability to apply analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations; (c) Demonstrate the ability to work with mission(s) to determine feasibility of resource request and provide policy guidance in view of regional/area strategies, policies, goals, and program criteria; (d) Serve as a resource to the Bureau in the identification of critical issues and problems within the region related to international cooperation activities. GS-13 You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Examples of qualifying specialized experience at the next lower level for this position includes: (a) Demonstrate mastery of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems; (b) Demonstrate the ability to work with cooperating countries, through Bureau and missions, regarding specific interests in programs, assists countries to evolve strategies appropriate to their individual circumstances, and coordinates and work jointly with other USG agencies and with bilateral and multilateral donors involved with sectoral activities; (c) Recommend expansion or continuation of programs, and initiates and reviews interim and final evaluations, participating in evaluations as needed. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placements Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not demonstrate the experience below are ineligible for further consideration. Do you have experience implementing civilian international development, humanitarian assistance programs or U.S. foreign policy in developing countries or supporting them from headquarters; such as with the U.S. Agency for International Development or the U.S. Department of State? Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience relevant to the position's duties to be filled, including volunteer experience. CTAP/ICTAP candidates will be referred to the selecting official if they are found well qualified. Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities that clearly exceed the position's minimum requirements. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors and are assigned a score of 85 or higher; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training. A well-qualified candidate will not necessarily meet the definition of highly or best qualified when evaluated against other candidates who apply for a particular position. Selecting officials will document the job-related reason(s) for qualification determinations in the absence of selective and quality ranking factors.
