This position serves as a Security Specialist in the Security Branch providing direct support to field activities of the Defense Commissary Agency Area (DeCA). The incumbent is a technical advisor to Area Directors, Zone Managers, Store Directors, Heads of other DeCA facilities as well as additional duty security managers on matters pertaining to the development, installation, adaptation, and management of security programs within their assigned area.

Duties

Evaluate and/or analyze field-level vulnerability assessments, security related inspection and audit reports, congressional inquiries, applicable investigative reports; staff visits reports, and other assignments of command interest, which typically involve problems of outstanding difficulty, novelty, controversy, or sensitivity. Serves as a field level Security Programs Manager under the supervision of the Agency's Security Officer. Implements DOD and DeCA security policies, programs, and procedures which safeguard classified contingency plans, documents, merchandise, facilities and other assets against compromise, theft, sabotage, espionage, loss, damage, terrorism, fraud, waste, or abuse. Conducts vulnerability assessments and security program reviews at subordinate echelons to improve the protection of facilities, programs, plans, projects, and items for which DeCA has responsibility. Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0080 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. Experience can be under other Federal service pay systems, private sector, or military. Experience: One (1) year of specialized experience at the GS-11 grade level (or equivalent) by the closing date of this announcement. This experience may have been gained in the private or military sector. Examples of qualifying experience include: Implementing security policies, programs, and procedures which safeguard classified contingency plans, documents, merchandise, facilities and other assets against compromise, theft, sabotage, espionage, loss, damage, terrorism, fraud, waste, or abuse. Researching and recommending the use of a wide variety of complex, state-of-the-art, protective systems and devices consisting of barriers, blast protection, funds protection, intrusion detection system (IDS), closed circuit TV (CCTV), key and lock control, fencing, lighting and locking mechanisms. Providing maximum protection for facilities against theft, sabotage, forced entry, terrorism and to safeguarding assets from internal and external pilferage, willful damage, or abuse. Evaluating the effectiveness of an organizations antiterrorism (AT); chemical, biological, radiological, Nuclear, and high yield explosive (CBRNE); critical infrastructure protection (CIP); operations security (OPSEC); personnel security (PERSEC), physical security (PHYSEC) and retail security programs You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Physical requirements: The office work is sedentary. However, the incumbent performs frequent on-site unit vulnerability assessments, security programs reviews and staff assistance visits requiring TOY and extended periods of walking, standing, bending, stooping, reaching, crawling, and similar activities. The work involves inspecting attics, roofs, crawl spaces, walls, ceilings, and other limited access spaces, or walking rough terrain or in construction sites when planning and monitoring the installation of security systems. You will attest to your ability to perform these physical requirements in the Questionnaire. Work environment: The administrative duties are performed in an office-like setting involving everyday risks or discomforts, which require normal safety precautions typical of such places as office, meeting and training rooms, etc. The office work area is adequately lighted, heated, and ventilated. Assessments, surveys, or reviews at various facilities involve exposure to a wide variety of working elements both indoors and outsides, such as high noise levels, high temperatures in confined spaces, and adverse weather conditions. The incumbent may be required to use personal protective equipment, masks, regulators, and exposure suits in the performance of fieldwork duties.
