This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
You will serve as the Personnel Security (PERSEC) and Operations Security (OPSEC) Officer in the Ranges, Engineering and Analysis Department; Atlantic Test Facilities Division; Atlantic Undersea Test and Evaluation Center (AUTEC) Base Operations Branch (Code 7032) of the Naval Undersea Warfare Center Division Newport.
Duties
You will assist the Atlantic Undersea Test and Evaluation Center (AUTEC) Security Manager in ensuring an effective and efficient security program supported by consistent procedures at all of the AUTEC sites.
You will provide backup coverage for the full AUTEC security program that covers a variety of fields such as information security (classified and unclassified), industrial security, personnel security, and physical security.
You will work with the AUTEC Security Manger in identifying and protecting information, personnel, property, facilities, operations, and material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage and loss.
You will evaluate classified workspaces for certification in accordance with applicable regulations.
You will provide support to the Personnel Security Program to include DISS, eQip, CICCO, TASS, APACS and other sensitive databases.
You will perform preliminary inquiries (PI) or internal security investigations, as well as provide support to NAVSTA Newport Security, NCIS, or other Federal investigative agencies.
You will function as an extended member of the NUWC Division Newport (NUWCDIVNPT) Security Division (Code 105), working closely with other security team members, both locally and in Newport, RI.

- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Security Professional Educational Development (SPeD) designated position. You will be required to obtain and maintain Security Fundamentals Professional Certification (SFPC).
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 pay band (GS-9 and GS-10 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying practical knowledge of commonly applied security management principles to administer an organization's security programs.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
