You will serve as a Security Manager in the Atlantic Undersea Test and Evaluation Center of Naval Base Newport, NAVUNSEAWARCENDIV NEWPORT RI.
This position is part of the Warfare Centers Personnel Demonstration Project. The NT-4 pay band encompasses positions equivalent to GS-11 and GS-12.
Duties
You will serve as a Security Manager responsible for managing the detachment's security program that covers a variety of fields such as information security (classified/unclassified), industrial security, personnel security, and physical security.
You will serve as a local point of contact for all security matters and will work with individuals at all levels within the Navy (civilian and military), contractors, foreign representitives, and other federal employees.
You will function as an extended member of Newport's Security Division (Code 1153) working closely with other security team members to best utilize resources and expertise to ensure common practices are used.
You will be required to be proficient in information security, industrial security, physical security, personnel security, regulatory administration, security policies and program evaluation.
You will monitor the effectiveness of the security program; conduct various studies designed to enhance and improve the effectiveness of the security program; conduct audits and inspections of sensitive security matters.
You will analyze and implement security policies or procedures, standards, develop goals, review methods for identifying and protecting information pertaining to personnel, property, facilities, or operations.

- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Security Professional Educational Development (SPeD) designated position. You will be required to obtain and maintain Security Fundamentals Professional Certification (SFPC).
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-3 (GS-9/10 Equivalency) pay band in the Federal service or equivalent experience in the private or public sector: applying practical knowledge of commonly applied security management principles to administer an organization's security programs for protecting information pertaining to personnel, property, facilities, or operations.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
- A Ph.D. or equivalent doctoral degree; OR
- Three full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree; OR
- An LL.M., if related to the position being filled; OR
- A combination of experience and graduate education as described above that equates to one year of experience.
