You will serve as a CONTRACT SPECIALIST of NAVY SYSTEMS MANAGEMENT ACTIVITY. This position is in the excepted service and does not confer competitive status.

Duties

You will provide contracting support to designated programs and projects. You will participate in competitive negotiations to include cost/price analysis. You will be responsible for preparing and addressing fund modifications, scope modifications, and amendments to Requests for Proposals (RFPs). You will conduct market research regarding contract structures and contract type selections. You will work in team settings when necessary to accomplish assigned projects.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment/fail to pass the test. You will be subject to random testing.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. GS-11 Grade Level: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as: 1) Following policies and procedures for the procurement of supplies, services, or construction; 2) Researching and developing formal advertising or negotiation procedures; 3) Evaluating contract price proposals; 4) Managing the administration, termination, or close out of contracts; and 5) Providing guidance on a variety of contracts through oral and written communication. GS-09 Grade Level: In addition to the Basic Education Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate performing duties such as: 1) Following policies and procedures for the procurement of supplies, services, or construction; 2) Researching and developing formal advertising or negotiation procedures; 3) Evaluating contract price proposals; and 4) Managing the administration, termination, or close out of contracts. Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement. Applicants currently in the Contingency Contracting Force are also exempt from meeting this requirement.

Education Substitution for Experience at the GS-11 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher-level graduate education leading to such a degree

Education Substitution for Experience at the GS-09 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher-level graduate education leading to a master's degree
