This position is located within the Department of Energy's (DOE) Office of Intelligence and Counterintelligence (DOE-IN), Cyber Special Programs Division of the Cyber Intelligence Directorate. There mission is to discover and develop intelligence-informed innovative solutions to threat-driven cybersecurity challenges that impact the Department and the US energy sector.
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As a full performance GS-13, Intelligence Research Specialist, you will:
Analyze all-source intelligence reporting to identify credible cyber threats to Department of Energy (DOE) and U.S. energy sector IT and OT networks.
Collaborate with highly specialized subject matter experts to write and review analytic technical intelligence products informed by cyber-physical testing of OT energy network infrastructure and forensic network data analysis.
Share intelligence across internal and external partners, ensuring projects conducted through the National Laboratories are driven by priority intelligence requirements.
Work closely with a geographically dispersed network of teammates and partner organizations across the Department of Energy, the Intelligence Community (IC), National Labs, Program Offices and private sector partners.
Requirements

- May be required to successfully complete a 1-year trial period.
- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial Counterintelligence (CI) evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade (GS-12) level in the Federal service. Specialized experience for this position is defined as:
Assisting with intelligence research by utilizing all available sources to explain potentially malicious cyber behaviors or activities.
Assisting with strategic planning to identify mission objectives and define expected outcomes ensuring mission requirements are met.
Participating with briefs to senior leadership to convey ideas, facts, assessments, estimates, or projections of policy, programmatic, or operational needs relating to intelligence.
