The incumbent serves as a Counterintelligence Officer (CIO) for the Department of Energy's Denver Field Office (DFO), an element of the Office of Intelligence and Counterintelligence, Directorate of Counterintelligence, under the direction and supervision of the Senior Counterintelligence Officer (SCIO). The counterintelligence mission focuses on the foreign intelligence element (FIE) and foreign terrorist threat to DOE assets within the DFO area of responsibility (AOR).
Duties
This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.
As the full performance level GS-14, Intelligence Operations Specialist, you will:
Lead national security counterintelligence investigations and activities to thwart foreign intelligence targeting of DOE's science, nuclear, and energy infrastructure enterprises.
Conduct counterintelligence (CI) briefings and debriefings of personnel interacting with sensitive country foreign nationals domestically and abroad.
Collaborate with other agencies within the U.S. Intelligence Community concerning the CI threat to DOE national and technological assets to engage in a joint response.
Document investigative activity within the DOE CI system(s) of record or other CI databases adhering to strict reporting standards common to CI agencies.
Participate in activities to raise awareness of counterintelligence threats and issues among all DOE federal and contractor staff.
Requirements

- May be required to successfully complete a 1-year trial period.
- Must obtain and maintain a current "Q" security clearance.
- Must obtain and maintain a Sensitive Compartmented Information (SCI) security clearance prior to entrance on duty.
- Must successfully complete an initial CI evaluation and on a recurring basis, which may include a CI-scope polygraph examination.
- This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.

For the GS-14 position, experience must be at least equivalent to the GS-13 level:
Assist with national security counterintelligence investigations to identify threats posed by foreign intelligence or terrorist groups.
Prepare written reports of investigative findings to identify indications of foreign intelligence or foreign terrorism activity and;
Present counterintelligence briefings to audiences of various sizes for awareness of foreign intelligence and foreign terrorist groups' tactics and techniques.
