Duties
As an IT Specialist (SystemAnalysis/AppSoftWare), you will perform the following duties:
Develop and manage Information Technology (IT) software development related to oceanographic products and services. Provide expert technical advice, guidance, and apply new developments or applications to obscure, unusual or new problems/emerging technologies. Make recommendations to management and other technical specialists on critical IT issues. Ensure integration to optimize or enhance programs. Perform research and analysis of hardware and software and analyzes proposed modifications to define system functional requirements.
Provide technical expertise and management on the implementation of assigned programs and projects. Research, test, and plan for the integration of new information technologies, including formulating long and short-term information management plans. Researching and testing products and services to support the information plan. Analyzing plans, policies, programs and directives to determine requirements, life-cycle management to determine support and replacement resource requirements and conducting hands-on testing of products in a controlled environment.
Interact with other IT specialists in a team environment and integrate the work of others to ensure the continuity of ongoing systems initiatives. Responsible for overall project plan including developing plans and schedules, estimating resource requirements, defining milestones and deliverables, contingency plans, monitoring activities, and evaluating and reporting on accomplishments.
Communicate complex technical requirements to non-technical personnel and prepare and present briefings to senior management officials on complex and/or controversial issues.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZP-4 or GS-13 level:
SPECIALIZED EXPERIENCE: In addition to meeting the IT competencies, applicants must also have one full year (52 weeks) of specialized experience equivalent to the next lower grade level ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Working with high-performing IT software and systems related to scientific applications, or troubleshooting complex software issues and resolving data analysis issues;
Developing or maintaining software in a scientific environment using high level programming languages (e.g. Python, Java, C, shell scripting, SQL, etc.) in a UNIX/Linux environment;
Participating in the design, development, testing, installation and support of new or existing software applications; and
Providing technical guidance, recommendations or briefings to management on the development and enhancement of applications related to scientific programs and emerging technologies.

Applicants must have IT-related experience demonstrating each of the following four competencies:
