This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DIB-MRTFB to recruit for positions in the competitive service. About the Position: To serve as a project leader and process improvement specialist, providing overall Continuous Process Improvement, with the 96th MDG, Eglin AFB. A recruitment or relocation incentive may be authorized. Salary negotiation may be available for those candidates who are new to Federal service. Advance leave accrual may be authorized.

Duties

As the recognized organization technical authority in Continuous Process Improvement (CPI), advises on CPI implementation and sustainment. Facilitates significant customer driven, results oriented quality and process improvement activities using Lean Six Sigma (LSS) and/or various CPI strategies, as appropriate, across the organization. Provides guidance and instruction while assuring team(s) use an organized, structured, and robust CPI methodology to provide recommendations, solutions, and process controls. Responsible for implementing quantitative and qualitative methods within the scope of respective project and reporting of results. Directs, coordinates, and oversees project/study work. Serves as the project leader for organizational level projects as a subject matter expert (SME). Provides technical direction in project management, team building, facilitation, process improvement analysis. Establishes, develops, and maintains effective working relationships with other coordinating organizations. Determines appropriate recommendations for unresolved or questionable problems and performs follow-up. Serves as a trainer for CPI introductory methods/tools. Exercises responsibility to identify CPI training requirements, coordinates and conducts CPI training.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Certification as a CPI/LSS Black Belt with experience as a Green Belt trainer and mentor is desired.
  • The employee may be required to carry an electronic device (cellular phone/pager) to facilitate contact 24 hours per day 365 days per year unless on official leave or TDY.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft.
  • Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
  • The employee may be required to work other than normal duty hours, with short to no advanced notice, which may include evenings, weekends, and/or holidays. Overtime and/or emergency overtime may be required.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience performing any of the following which includes: providing advisory services for a continuous process improvement plan; utilize qualitative and quantitative methods of research within the scope of a project, analyze findings and make recommendations that will have an impact on process improvement. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
