This position is located under the Business Office Service line at William Jennings Bryan Dorn Veteran Affairs Medical Center. The incumbent will report to the Chief of Business Office. The incumbent works closely with the Chief Business Office, IT, VECNA, Veterans Point of Service (VPS), facility leaders and staff to incorporate new concepts and programs to exant systems, and provides education and training to all facility staff impacted by program, role, or technology changes.
Duties
The incumbent will serve in a developmental assignment, to provide the individual with the knowledge skills and abilities needed to perform the full range of routine non- routine assignments at the next higher grade. Assignments given may initially be of limited phase but will increase through the full range of tasks as the incumbent acquired skills and knowledge through experience, on the job training. During the assignment the full performance range and level of selected key functions will not be fully delegated to the incumbent.
Major duties include but are not limited to:
Guide implementation of new programs, trainings in various of various ranges.
Implements technical administrative policies and procedures.
Establishes program goals and objectives.
Responsible for Data Collection, validation, interpretation, analysis and reporting.
Maintains weekly administrative reports.
Plans work assignments of subordinates
Supervises quality spot checks on staff productivity and work performance.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday 7:30am to 4:00pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09 The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
GS-09 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Experience utilizing computer software programs to develop procedures for validation of data input; coordinating data collection and performing analysis to determine optimal organizational performance; designing, developing, and disseminating training materials, and local standard operating procedure (SOP) manuals; maintaining reports; experience using qualitative and quantitative methods for the assessment and improvement of processes and systems.

Education: Applicants may substitute education for the required experience. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. A transcript must be uploaded to support your answer. To qualify based on education for this grade level you must have a Master's or equivalent graduate degree; OR; Two full years of progressively higher-level graduate education leading to such a degree or LL.B., or J.D., if related; OR;
Combination: Applicants may also combine education and experience to qualify at this level.
GS-11Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Experience using Data Collection, validation, interpretation, analysis and reporting; using a wide range of qualitative and quantitative methods for program improvement and effectiveness; performing software installations; utilizing computer software programs to develop procedures for validation of data input; evaluating, implementing, and managing programs; organizing, compiling, summarizing, and analyzing data collected; identifying trends and opportunities for improvement.

To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; OR; Three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR;
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level (in excess of 1 year of full-time study or 18 hours).

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
