This position serves as the working supervisor of the Pathology and Laboratory Medicine secretary and two office automation assistants (Anatomic and Clinical Pathology). The incumbent delegates work assignments to subordinates and coordinates and schedules all office automation duties on a rotational basis. The incumbent may also perform the duties of the Secretary to Clinical Chief, Pathology and Laboratory Medicine Service, in their absence.

Duties

The incumbent works independently to meet these objectives after initial competency assessment and job specific orientation and training is provided. The duties include, but are not limited to: Performs duties of the secretary to Clinical Chief, Pathology and Laboratory Medicine Service, in their absence. Reviews the performance of subordinates and prepares their performance evaluations and competency assessments. Recommends incentive awards and disciplinary actions, as justifiable. Transcribes gross and microscopic descriptions and diagnoses of surgical tissue specimens and autopsy specimens. Supervises the collection of data for LMIP and other administrative reports as required. Processes incoming and outgoing materials such as correspondence, reports, memorandum, and other forms of written communication. Supervises the maintenance of permanent files on completed surgical pathology, electron, microscopy, autopsy reports, fee basis records, and fiscal records. Prepares and submits electronic equipment requests and equipment turn-in request. Exercises supervisory authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised. Effects disciplinary measures as appropriate to the authority delegated in this area and resolves informal complaints and grievances. Establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Maintains Financial Control Pints 1605, 1614, and 1615 using IFCAP package and manual methods. Operates office automation system hardware including automated transcription system (CRT, printer, networked workstations, Dictaphone), personal computers, copy machine and phones. Transmit lab reports to outside facility using facsimile software. Work Schedule: Monday - Friday 7:00am - 3:30pm Telework:. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Using more than one text editor and a spell-checker in the transcription and editing of the lengthy word processing fields of various Anatomic Pathology reports. Utilizing more than one type of word-processing software, memory typewriter software, transcription system software, and copier software. Creating letters, reports, educational material, announcements, schedules, calendars, documents for publication, and other miscellaneous typing. Operating office automation hardware such as the automated transcription system, personal computers, laser and dot-matrix printers, workstations, typewriters, copy machines, calculators, and telephones. Transcribing from voice and/or handwritten drafts the Anatomic Pathology gross and microscopic specimen descriptions, clinical histories, clinical lab analyses, diagnoses, research, and educational material from physicians and residents of various origins. Determining appropriate Topography, Morphology, and Etiology coding of Anatomic Pathology specimens and diagnoses from physician's description. The employee must edit/modify DHCP database to update files as needed. Directing calls, inquiries, and supplies, and follows established procedures and/or to handle new situations that may arise. Utilizing the reference lab fee basis system including the obligations of funds, and the dispatching, processing, and billing of tests referred to several outside sources. Adhering to the functions, procedures, goals, and priorities of both the Anatomic and Clinical Pathology laboratory services to keep clerical support work performance up to standard. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work is mostly sedentary; however some walking, bending, and lifting may be required.
