The incumbent serves as a Supervisory Health Systems Specialist (Credentialing and Privileging Manager) and is assigned to the Chief of Staff' s Office. The incumbent oversees all functions related to healthcare providers' professional credentials supporting all divisions of the VAMC in accordance with VHA Credentialing and Privileging (C&P), Directives, VA Handbooks, Policies, Memos, and Notices; The position is full-time, 40 hours per week.

Duties

Veterans' Preference: Since the Direct-Hire Recruitment Authority is being used, traditional Veterans' Preference rules do not apply. Qualified veterans will, however, be given full consideration for this position. Provides consulting and guidance to local leadership and C&P employees on all matters pertaining to the facility's C&P program including Healthcare Professionals' C&P; facility Scope of Practices; National and VISN Memorandums of Understanding (MOUs); Veterans' Administration Memorandums; VHA requirements, Handbooks, Directives and Policies; TJC Standards; quality assurance assessments; and risk management and malpractice claim action evaluations. Serves as the administrator for the Federation of Medical Boards; manages query submissions and results, and ensures that primary source verifications are obtained and processed via quality control review. Serves as the administrator for the NPDB by managing enrollments, single queries and re-enrollments; preparing and submitting reports for adverse privileging actions; submitting federal tort claims for substandard clinical care per the Office of General Counsel. Prepares Federal and State Medical Boards reports. Performs as the VAMC SME on credentialing of licensed independent practitioners (LIP) and Non-LIPs; privileging and privileging related matters including focused and ongoing professional practice; adverse privileging actions; reporting to the National Practitioner Data Bank (NPDB); and reporting to State Licensing Boards (SLB). Demonstrates expertise in utilization of the VetPro credentialing system including knowledge of the credentialing and privileging process, documentation of primary source verifications, and how to audit credentialing files and reporting functions. Assists with Joint Commission surveys, and Office of Inspector General and Government Accountability Office reviews. Responsible for ensuring that employees are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, TJC standards, laws, and VHA C&P policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of the C&P Program. Provides advice, counsel, and instruction to employees on work and administrative matters. Responsible for ensuring that employees are efficiently and effectively accomplishing quality work that is compliant with regulatory requirements and procedures, TJC standards, laws, and VHA C&P policies and requirements, as well as assuring implementation and accomplishment of the goals and objectives of the C&P Program. Reviews clinical privileges and scope of practices for accuracy, setting specific indicator and signature appropriations as required for VAMC compliance with Joint Commission Standards and updates clinical privilege forms to reflect procedures added or deleted. Serves as liaison and partner with Human Resources Service programs for common program goals and issues including, but not limited to, provider onboarding, provider exit reviews and assessments, privileging actions, and guidance related to clinical performance concerns. Coordinates with Service Chiefs, VISN Chief Medical Officer, and Committee for reviews and recommendations when query results require action. This position is at the full-performance level of GS-12. In some cases, more than one SF-50 may be required to show a higher grade previously held. This position is covered by locality-based comparability pay.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/23/2023. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items.
